This program (National Pollutant Discharge Elimination System or NPDES) is a nationwide federal regulatory program stemming from the Clean Water Act. In Minnesota, this program is implemented by the Minnesota Pollution Control Agency.
A municipal separate storm sewer system (MS4) is a conveyance or system of conveyances. Certain owners of MS4s must satisfy the requirements of the Minnesota MS4 general permit. The Valley Branch Watershed District is a regulated MS4 permittee because it owns a storm sewer system.
The MS4 general permit is designed to reduce the amount of sediment and other pollutants entering state waters from stormwater systems. Entities regulated by the MS4 general permit must develop a stormwater pollution prevention program and adopt best practices.
