MANAGERS PRESENT:  Lincoln Fetcher, President; Dave Bucheck, Vice President; Don Scheel, Secretary, and Dale Borash, Treasurer; and Ray Lucksinger, Manager

CALL TO ORDER President Fetcher called the meeting to order at 7:05 pm.

ANNOUNCEMENTS There were no announcements made.

APPROVAL OF MINUTES After discussion of the minutes of the January 10, 2008 meeting, motion was made by Fetcher and seconded by Borash to approve the minutes as corrected. Motion carried unanimously.

ADDITIONAL AGENDA ITEMS Added to the agenda under Managers: Raleigh Creek Stabilization Presentation to the Managers; West Lakeland Storage Site Problems; under Engineer: Long Lake Association Meeting; FEMA; Association of District Administrators Meeting.

PUBLIC FORUM City of Lake Elmo Stormwater Utility Fee Vice President Bucheck said the City of Lake Elmo has developed a Stormwater Utility Fee, which charges households and/or owners of property, $30 a year . Treasurer Borash said the VBWD has been charged the fee ($60), because of the two parcels in the City of Lake Elmo owned by VBWD. Vice President Bucheck questioned whether the City will use the money for maintaining stormwater ponds. Engineer Hanson was directed to write a letter to the City of Lake Elmo to find out how the money will be used.

City of Maplewood Joy Park Renovation Engineer Hanson reported that he had been contacted by the City of Maplewood regarding a grant application for a fishing pier on the north side of Silver Lake in Joy Park. The City also plans to reconstruct Joy Park, and may start the project this year. Engineer Hanson will arrange a meeting with the City of Maplewood and President Fetcher to review the Joy Park plans.

The City of Maplewood was considering sending targeted mailings to homeowners on Silver Lake, inviting them to a workshop that the City puts on annually with the Ramsey-Washington Metro Watershed District regarding the importance of vegetative buffers. Engineer Hanson encouraged the City to send fliers to the residents. President Fetcher forwarded some of the information to the City of North St. Paul and the Silver Lake Improvement Association, requesting their comments.

SECRETARY=S REPORT Secretary Scheel reported that the mail had been distributed.

INSPECTOR=S REPORT Inspector Roemmich said he had nothing new to report.

ATTORNEY=S REPORT Attorney Wolle said she had nothing new to report.

TREASURER=S REPORT Treasurer Borash distributed copies of the Administrative and Program Budgets for Fiscal Year 2007 dated 12/31/2007, and the Treasurer=s Report dated January 24, 2008. After discussion, motion was made by Fetcher and seconded by Borash to approve the Treasurer=s Report. Motion carried unanimously.

Washington Conservation District No one was present representing the Washington Conservation District.

ENGINEER=S REPORT Permit Request: Oakdale Station, Oakdale Engineer Hanson presented information on a project located southeast of I-694 and Trunk Highway 5, Oakdale, in the southwest quarter of Section 17, Township 29 North, Range 21 West. The purpose of the project is to construct an access road off of Trunk Highway 5, five retail/commercial buildings and associated parking lots, two pre-treatment water quality ponds upstream of one infiltration basin, one infiltration basin with an upstream pre-treatment cell, one infiltration basin with an upstream pretreatment manhole structure, and approximately 5,600 feet of storm sewer. The project involves impacting 38,208 square feet of wetland and constructing a total of 57,050 square feet of new wetland on this site and at a site within the City of Lake Elmo and 31,133 square feet of upland buffer on this site and at a site in the City of Lake Elmo.

After discussion of the stormwater management, the wetland management and buffers, the floodplain management, and the erosion control plan, motion was made by Borash and seconded by Bucheck, to approve Permit # 2008-03, with the engineer=s suggested site-specific conditions, and standard conditions. Motion carried unanimously.

Draft Environment Impact Statement, Xcel Energy Fly Ash Landfill Engineer Hanson had mailed to the managers a draft letter of comments addressed to the Minnesota Pollution Control Agency, regarding the Xcel Energy Fly Ash Landfill Draft Environmental Impact Statement. After discussion, the managers agreed that Engineer Hanson make changes to the letter, and review it with President Fetcher before President Fetcher signs it.

Tri-Lakes Improvement Association Annual Meeting Engineer Hanson reported that the Tri-Lakes Improvement Association Annual Meeting will be held February 4th at the Lake Elmo Bank building. He will be at the meeting, assisting with the water nitrate-testing clinic.

Oakgreen Avenue Infiltration Basin Project Attorney Wolle reported that she has not been able to schedule a meeting with Mark and Nance Mann to get their signatures because Mr. and Mrs. Mann have not returned phone calls or e-mails. President Fetcher directed Attorney Wolle to contact him in a week if she has not heard from the Manns.

Long Lake Association Meeting Presentation Engineer Hanson told the managers that the AFriends of Long Lake@ will meet on January 30th at the Mahtomedi City Hall at 7:00 p.m. Keith Pilgrim with Barr Engineering, will make a presentation, and Treasurer Borash may attend the meeting, also.

FEMA Mapping Engineer Hanson reported that he had attended a meeting regarding the updates to the Washington County Flood Insurance Rate Maps by FEMA. The maps have gone to each community within Washington County for review; the goal is to have them completely adopted by the end of 2008. Engineer Hanson asked the managers for directions on whether he should review the maps for consistency with VBWD flood levels, and whether the VBWD should inform the residents about the mapping results, and that it may be advantageous for the residents to get flood insurance now, rather than later, because of the cost. The managers agreed that the residents should be notified. They directed Engineer Hanson to compare the preliminary maps with VBWD floodplains, and to determine which properties will be affected. The managers also said that Engineer Hanson should contact Angie Hong, the District Educator, and work with her on the education of the public.

Association of Watershed District Administrators Engineer Hanson reported that the Association of Watershed District Administrators will meet on February 7th at the Ramsey-Washington Metro Watershed District office. Engineer Hanson said the discussion at the meeting will focus on the legislative breakfast. He asked if the managers would like him to attend. The managers agreed that Engineer Hanson should attend the meeting.

MANAGERS= REPORT Next Meeting - February 14, 2008 The managers expect to have a quorum at the next meeting.

Best Management Practices Cost-Share Program  Vice President Bucheck had mailed to the managers the draft BMP program fact sheets for review at this meeting. The managers had a lengthy discussion of the appropriateness of the fact sheets, and Vice President Bucheck said he will work with Rusty Schmidt, with the Washington Conservation District, to update them.

East Metro Water Resources Education Program President Fetcher reviewed the information with the managers on the meeting held in November regarding the Water Resources Education Program. Some decisions made were: meetings will be held twice a year; meeting agendas will be mailed ahead of the meetings. The issue of program costs to new members and existing members will be discussed later. The next meeting will be in May 2008.

Goals for 2008 The managers began a discussion of the 2008 Goals. After a lengthy discussion of changes to be made, President Fetcher said he will update them for the next meeting.

Washington County Landfill Remediation President Fetcher mentioned that Engineer Hanson had forwarded an e-mail to the managers regarding efforts to clean up the PFCs from the Washington County landfill, located south of Lake Jane.

2007 Annual Report and 2007 Audit The managers will continue to work on their annual report and audit.

Raleigh Creek This will be discussed at a future meeting.

West Lakeland Storage Site/Neal Avenue This will be discussed at a future meeting.

ADJOURNMENT Motion made by Borash and seconded by Bucheck at 10:33 pm to adjourn the meeting. Motion carried unanimously.
