CALL TO ORDER President Fetcher called the meeting to order at 7:02 pm.
ANNOUNCEMENTS There were no announcements.
APPROVAL OF MINUTES After discussion of the minutes of the May 10, 2007 meeting, motion was made by Bucheck and seconded by Borash to approve the minutes as corrected. Motion carried unanimously.
ADDITIONAL AGENDA ITEMS No additional items were added to the agenda.
PUBLIC FORUM There was no discussion in the Public Forum segment of the meeting.
SECRETARY
=S REPORT Secretary Scheel reported that the mail had been distributed.INSPECTOR
=S REPORT Inspector Roemmich reported on the two properties that Manager Johnson inquired about at the last meeting: Emerson property near Manning Avenue and 10th Street North - some excavation going on; a vertical pipe being put in about six or eight feet down. The second site was the Montgomery/Peterson property south of 10th Street North and near Oakgreen, where a pole barn is being built; Inspector Roemmich said he referred the builder to Barr Engineering Company.Inspector Roemmich also reported that the pond at Park Meadows is not holding any water, and that there is no seed or mulch around it. The managers agreed that Attorney Wolle should send a registered letter to the developer, stating that the VBWD managers expect to see results in the next two weeks.
ATTORNEY
=S REPORT Attorney Wolle said she had two things to report - 1) Jim Gasperini was present to discuss the Artisan Project, Permit # 2006-20, on Neal Avenue south of the Lake Elmo Airport. Mr. Gasperini said the project has not been started yet, and is concerned that the permit will expire. The managers told him that if the project is started within one year of the date of the permit, the permit will remain valid for two more years unless work stops for a year. After discussion of the responsibility for the maintenance of the drainage easements, motion was made by Borash and seconded by Bucheck to amend Permit # 2006-20 by removing West Lakeland Township as caretaker of the infiltration basin easements and to transfer those to VBWD. Motion carried unanimously.2) Century College - The DNR has issued a
Acease and desist order@ because sediment left the site and deposited in a wetland on the Ramsey County side of Century Avenue, just south of the walking bridge over Century Avenue. Engineer Hanson reported that a meeting with the developer=s agents and staff from Ramsey Conservation District, the Minnesota Board of Water and Soil Resources, and Barr Engineering Company was held earlier in the week to discuss the needed restoration and erosion control actions.TREASURER
=S REPORT Treasurer Borash distributed copies of the Administrative and Program Budgets for Fiscal Year 2007 dated 4/30/2007, and the Treasurer=s Report dated May 24, 2007. After discussion, motion was made by Borash and seconded by Scheel to approve the Treasurer=s Report. Motion carried unanimously.Treasurer Borash also reported that six Certificates of Deposit are due, and need to be renewed. The managers asked Treasurer Borash to renew the Certificates of Deposit.
WASHINGTON CONSERVATION DISTRICT Jay Riggs reported that the
BMP Cost Share Program contract has been written. Attorney Marshall has reviewed it, and would like changes made. Engineer Hanson, Attorney Marshall, and Vice President Bucheck will meet to work on those changes. Jay asked to be notified of the changes, and he will get them made.Jay Riggs also reported that a Blue Thumb Neighborhood Party will be held in July at the Bonnie Juran home. He said a second one is scheduled later in the summer at another home.

=S REPORT VBWD Minnesota Routine Assessment Method for Evaluating Wetland Functions Engineer Hanson distributed a memorandum dated May 24, 2007, regarding the Minnesota Routine Assessment Method for Evaluating Wetland Functions (MNRAM) workplan. The memorandum included general specifications for conducting the project. After discussion, motion made by Fetcher and seconded by Scheel to proceed as per the District Plan, with the contracting of the VBWD MNRAM for evaluation as proposed in the May 24, 2007 memorandum. Motion carried unanimously.Permit Request: Whistling Valley Third Addition, Lake Elmo Engineer Hanson presented information on a project located northwest of CSAH 10 (10th Street North) and 10th Street Lane, Lake Elmo in part of the SW 1/4 of Section 27, Township 29 North, Range 21 West. The purpose of the project is to develop 16 acres into six residential homes. Approximately 1,300 feet of roadway and approximately 2,100 feet of paved 8-foot wide trails are proposed to be constructed as well as one infiltration basins and one two-cell stormwater management ponds. After discussion, motion was made by Borash and seconded by Bucheck to table Permit # 2007-11, until further information is received. Motion carried unanimously.
Permit Request: Washington County Fairgrounds Demolition Derby, Baytown Township Secretary Scheel excused himself from this discussion.
Engineer Hanson presented to the managers a project located north of County Road 14 (40th Street North) and generally east of McFair Avenue North, Baytown Township, in part of the S 1/2 of the SW 1/4 of Section 7, Township 29 North, Range 20 West. The purpose of the project is to construct a demolition derby and grade for a parking lot. After discussion, motion was made by Borash and seconded by Fetcher to table the discussion of Permit # 2007-10 because the project plans are not clear, no permit fee has been submitted, no maintenance agreement has been submitted, and no soil boring has been conducted. Motion carried with the vote as follows: Borash, Yes; Fetcher, Yes; Bucheck, No. Engineer Hanson said he will talk to Steve Anderson, with the Washington Agriculture Society, about the project.
CHANGE IN ORDER OF AGENDA ITEMS At this time President Fetcher authorized a change in the order of agenda items.

= REPORT Griggs Long Lake Shoreline Project President Fetcher reported that he and Engineer Hanson had made a presentation to the Long Lake Association on May 14th at the Mahtomedi City Hall. Mr. Griggs also gave a short presentation at the meeting. President Fetcher said he talked to Mr. Bill Griggs, who agreed to cover 25% of the cost of the demonstration project. After discussion, motion was made by Scheel and seconded by Borash to authorize funding up to $2,250 or 75% of this part of the project to complete the project. Motion carried unanimously. The managers asked Jay Riggs to forward this information to Pete Young, with the Washington Conservation District.ENGINEER
=S REPORT (Cont.) Permit Request: Iverson House and Driveway, Afton Engineer Hanson presented information on a project located at 2563 Trading Post Trail South, Afton, in part of the NW 1/4 of the SE 1/4 of Section 16, Township 28 North, Range 20 West. The purpose of the project is to construct a house and driveway. The project involves creating more than 6,000 square feet of new imperviousness and filling within a 100Byear floodplain of a ravine.After discussion of the wetland management and buffers, and the floodplain management and stormwater management concerns, motion was made by Fetcher and seconded by Borash to approve Permit # 2007-12 with the engineer
=s suggested recommendations. Motion carried unanimously.Draft Comment Letter: Woodbury Nondegradation Plan Engineer Hanson had mailed to the managers a draft letter addressed to Bonestroo Engineering, regarding the Woodbury Loading Assessment Draft Report. The managers discussed the letter. Motion was made by Fetcher and seconded by Bucheck to authorize Barr Engineering Company to submit a letter to the City of Woodbury and Bonestroo Engineering relating to the Loading Assessment Draft Report. Motion carried unanimously.
