Minutes of Regular Meeting # 771 Held in the Lake Elmo City Council Chambers
Thursday, April 26,  2007 

MANAGERS PRESENT:  Lincoln Fetcher, President; Dave Bucheck, Vice President; Don Scheel, Secretary, and Dale Borash, Treasurer; Duane Johnson, Manager

CALL TO ORDER President Fetcher called the meeting to order at 7:00 p.m.

ANNOUNCEMENTS There were no announcements.

APPROVAL OF MINUTES After discussion of the minutes of the April 12, 2007 meeting, motion was made by Scheel and seconded by Bucheck to approve the minutes as corrected. Motion carried unanimously.

ADDITIONAL AGENDA ITEMS Added to the agenda under Managers: File Storage.

PUBLIC FORUM There was no discussion in this segment of the meeting.

SECRETARY=S REPORT Secretary Scheel reported that the mail had been distributed.

INSPECTOR=S REPORT Inspector Roemmich reported on his activities since the last meeting.

ATTORNEY=S REPORT Attorney Wolle said she had nothing new to report.

WASHINGTON CONSERVATION DISTRICT No report was given.

TREASURER=S REPORT Treasurer Borash distributed copies of the Administrative and Program Budgets for Fiscal Year 2007 dated 1/31/07, and the Treasurer=s Report dated February 22, 2007. After discussion, motion was made by Borash and seconded by Fetcher to approve the Treasurer=s Report. Motion carried unanimously.

ENGINEER=S REPORT Washington County Agriculture Society Steve Anderson, with the Washington County Agriculture Society, described a project at the Washington County Fairgrounds. The Agriculture Society is planning to add a demolition derby track to the Washington County Fairgrounds. Steve Anderson asked the managers for assistance from Engineer Hanson with the calculations needed to complete Building D on the fairgrounds, and to help with the plans for the demolition derby track. After discussion, motion was made by Johnson and seconded by Bucheck to direct Engineer Hanson to help Steve Anderson with the planning for the project for the demolition derby and the completion of Building D. Motion carried as follows: Fetcher, Yes; Bucheck, Yes; Johnson, Yes; Borash, Yes; and Secretary Scheel abstaining.

Gateway Trail Tunnel Engineer Hanson said he and Secretary Scheel had met with DNR personnel on April 25th to discuss how to prevent water from the Gateway Trail tunnel site from flowing into Sunnybrook Lake. The DNR is still not sure that the water is coming from the Gateway Trail tunnel. Engineer Hanson told those at the meeting that the residents on Sunnybrook Lake are very concerned. The DNR agreed to work with the MPCA to test the water for potential contaminants from the former Bellaire dump, to clean up the area near Jamaca, to possibly pour bleach into the system, and to monitor the area. Engineer Hanson will contact the Mahtomedi High School to see if there is a way that water can be pumped up to the school=s ballfield.

Ravine Evaluations Engineer Hanson had mailed to the managers a memorandum dated April 19, 2007, regarding the VBWD ravine inspection completed by Barr employees. The memorandum contained pictures of the eroded ravines, and recommendations for further action. Site # 1 is west of Silver Lake, near Joy Park; Site # 2 is west of Long Lake; Site # 3 is between Larkspur Lane and Goetschel Pond; and Site # 4 is at 10th Street North Near Goose Lake. Repair of these ravines is suggested in the VBWD Watershed Management Plan. After the managers reviewed the pictures and recommendations, they agreed to proceed with repairing Sites 2, 3, and 4, and to wait until the City of Maplewood begins improvements at Joy Park before repairing Site # 1. The managers agreed that whatever needs to be done to stabilize the ravines should be done.

Valley Creek Stabilization Projects Engineer Hanson distributed aerial photos showing the Valley Creek stabilization projects planned on Valley Creek, and described each site to the managers. Engineer Hanson said they are proceeding on all four of the sites.

Project 1007 Maintenance John Buelow, the contractor for the Project 1007 Maintenance project, was present to thank the managers for the work, and to receive a payment for the work.

MANAGERS= REPORT Next Meeting - May 10, 2007 The managers expect to have a quorum present at the next meeting on May 10, 2007. The managers plan to have a presentation made by Barr Engineering at 6:00 pm on the long-term effects on soil and groundwater from infiltration facilities. They will arrange to have sandwiches before the presentation begins.

2006 Annual Report Recording Secretary, Karen Schultz distributed copies of the completed 2006 Annual Report to the managers, and said she had mailed a copy to the Board of Water and Soil Resources, and also to the Director of the Division of Waters, DNR.

File Storage The Lake Elmo City Administrator had contacted Engineer Hanson and asked that the file cabinets in the council chambers that belong to VBWD, be removed. One of the cabinets is locked, and needs to be opened by a locksmith. After discussion, the managers agreed that the file cabinet contents should be reviewed, and decisions made about whether the files should be kept. President Fetcher directed Engineer Hanson and Recording Secretary Karen Schultz to arrange to get the file cabinet opened, and to have the files moved to Engineer Hanson=s VBWD office in Lake Elmo.

MnRAM Wetland Classifications Engineer Hanson said that he and Vice President Bucheck, and Mark Jacobson from Barr Engineering, met at 2:00 p.m. today, April 26th with Washington Conservation District staff to discuss WCD=s need for additional funding to complete the MnRAM wetland classification work. Vice President Bucheck said that Jay Riggs started the meeting by trying to clarify their 2006 proposal on the MLCCS and MNRAM work and explaining that the WCD has spent more than the VBWD-approved MLCCS mapping budget of $20,000, and still needs to complete an area in Oakdale and all of Ramsey County. Jay Riggs will be asking the cities and townships to pay for the work, and might ask the VBWD for more money, also. The remainder of the meeting was in regards to the MNRAM wetland classification work. He said that the WCD has never done MNRAM assessments, so they had several questions of Mark Jacobson on how to do them. Mark Jacobson and Barr Engineering have completed MNRAM assessments for large areas several times. Jay Riggs will likely attend the next managers= meeting and bring a proposal with a couple of options for completing the MNRAM assessments.

Staff Gages Engineer Hanson suggested that the managers hire the Washington Conservation District to monitor the lakes, instead of looking for volunteers to do the monitoring. After discussion, motion was made by Fetcher and seconded by Scheel to hire the Washington Conservation District to monitor the lakes selected to be monitored. Motion carried unanimously.

CHANGE IN ORDER OF AGENDA ITEMS At this time President Fetcher authorized a change in the order of agenda items.

NEW BUSINESS Rainwater Gardens Lynn Keller, with Master Gardeners, entered the meeting to ask the managers if they would again provide funds in the amount of $2,000 for the Master Gardeners program in Washington County to prepare a brochure on noxious weeds to provide information to the public. After discussion, motion was made by Fetcher and seconded by Scheel to approve support of the initial $2,000 for the Washington County Master Gardeners group. Motion carried unanimously.

OLD BUSINESS BMP Cost Share Program Vice President Bucheck reported that he met with Jay Riggs today, April 26th, to begin putting together a few different approaches to the BMP program. He said they will meet again next week. Vice President Bucheck said he and Jay Riggs will present information at the next meeting.

Washington County 2007 Groundwater Work Plan In discussion, President Fetcher suggested that the managers take no action on the proposed Washington County 2007 Groundwater Work Plan. The managers agreed to wait until they are contacted by Washington County to get involved.

ADJOURNMENT Motion made by Bucheck and seconded by Borash at 8:58 p.m. to adjourn the meeting. Motion carried unanimously.
