CALL TO ORDER President Fetcher called the meeting to order at 7:02 p.m.
ANNOUNCEMENTS There were no announcements.
APPROVAL OF MINUTES After discussion of the minutes of the February 8, 2007 meeting, motion was made by Bucheck and seconded by Borash to approve the minutes as corrected. Motion carried unanimously.
ADDITIONAL AGENDA ITEMS Added to the agenda under Managers: Holiday Station; Added under Engineer: Oakdale Park Meeting; Browns Creek Rules.
PUBLIC FORUM There was no discussion in the Public Forum segment of the meeting.
SECRETARY=S REPORT In Secretary Scheel=s absence, Engineer Hanson had picked up the mail and distributed it.
INSPECTOR=S REPORT Inspector Roemmich said he had nothing to report.
ATTORNEY=S REPORT Attorney Wolle said there was nothing new to report.
TREASURER=S REPORT Treasurer Borash distributed copies of the Administrative and Program Budgets for Fiscal Year 2007 dated 1/31/2007, and the Treasurer=s Report dated February 22, 2007. After discussion, motion was made by Borash and seconded by Fetcher to approve the Treasurer=s Report. Motion carried unanimously.
WASHINGTON CONSERVATION DISTRICT Jay Riggs was not present. No report was given.
CHANGE IN ORDER OF AGENDA ITEMS At this time President Fetcher authorized a change in the order of agenda items.
ENGINEER=S REPORT Sunnybrook Lake Wayne and Virginia Sanderson were present to discuss an issue of the quality of the water in a creek that runs into Sunnybrook Lake. They distributed pictures taken of an area near their home that showed discolored water flowing into Sunnybrook Lake. They also had a water sample for the managers to view. Engineer Hanson said he had investigated the area with representatives of the MnDNR, Washington County, and a Sunnybrook Lake resident. After much discussion, the managers directed Engineer Hanson to get water samples near Sunnybrook Lake, near Jamaca and Highway 12, and also one somewhat in the middle, and have them tested as soon as possible to see what is causing the discoloration of the water. The managers would like the results available for the next managers= meeting on March 8th.
Permit Request: Red Oak Preserve, Oakdale Engineer Hanson presented information on a project located southwest of 50th Street North and Interstate 694, Oakdale, in part of the NW 1/4 of Section 8, Township 29 North, Range 21 West. The purpose of the project is to redevelop the existing Whispering Oaks mobile home park into a mixed residential development with 38 single family homes, 20 town homes, a row house with underground garage, and a senior housing building. Approximately 2,200 feet of roadway is proposed to be constructed as well as a 30 parking stall lot, two stormwater management ponds, and a rainwater garden. The project involves some wetland impacts and mitigation through new wetland creation and wetland restoration.
After discussion of the stormwater management, the wetland management and buffers, and the floodplain management concerns, motion was made by Fetcher and seconded by Borash to approve Permit # 2007-04 with the engineer=s suggested wetland-related site-specific conditions, and the standard conditions. Motion carried unanimously.
VBWD Rules Engineer Hanson had mailed to the managers a copy of the newly adopted VBWD Rules and Regulations dated January 25, 2007, as they will appear in the local newspapers. Attorney Wolle explained the publication process.
Baytown Township Groundwater Contamination Superfund Site Engineer Hanson reported that he has met with the Minnesota Pollution Control Agency (MPCA), and with Lake Elmo staff to discuss the MPCA=s proposed plan for managing the TCE-contaminated groundwater in the Hagberg=s/Lake Elmo Airport area. The managers directed Engineer Hanson to prepare comments for the managers= review at the next meeting, and to include a comment that a VBWD permit is required. The managers also directed Engineer Hanson to attend a meeting on Tuesday, February 27th, where the MPCA will discuss its proposed plan with the Lake Elmo City Council.
Watershed District Handbook Engineer Hanson said that he has not yet received the draft VBWD page to the Watershed District Handbook from the Board of Water and Soil Resources.
Oakdale Nature Center Engineer Hanson announced that he has been invited to a meeting tomorrow, February 23rd, regarding the City of Oakdale=s plans for a nature center near Acorn Lake. The City is interested in any cost-share dollars that VBWD might have for implementing practices, i.e. a green roof, porous pavement, rainwater gardens, etc. The managers indicated that they might be willing to assist the City, but would need more details.
Browns Creek Rules President Fetcher said he had received a copy of the Browns Creek Rules. A public hearing is scheduled on March 12th and comments will be accepted on the Rules until March 30, 2007. The managers directed Engineer Hanson to review the Browns Creek Rules for discussion at the next managers= meeting on March 8th.
MANAGERS= REPORT Next Meeting - March 8, 2007 The managers expect to have a quorum present at the next meeting on March 8, 2007.
Managers= Goals for 2007 President Fetcher had assembled for the managers a draft list of the goals for 2007. After discussion, motion was made by Borash and seconded by Bucheck to adopt the draft VBWD Goals for 2007.
2006 Annual Report Recording Secretary, Karen Schultz had distributed copies of the first draft of the 2006 Annual Report for the managers to review. She will insert the 2007 Goals and make other changes and corrections before the next meeting.
Holiday Station Treasurer Borash reported that he had offered free fill from the former 5th Street North area of the West Lakeland Storage Site, to the designers of the Holiday Station, which is proposed near the northeast corner of Manning Avenue and I-94.
OLD BUSINESS
BMP Cost Share Program There was nothing new to report on this issue.ADJOURNMENT Motion made by Borash and seconded by Fetcher at 8:48 p.m. to adjourn the meeting. Motion carried unanimously.
