CALL TO ORDER President Bucheck called the meeting to order at 7:06 p.m.
ANNOUNCEMENTS There were no announcements.
APPROVAL OF MINUTES After discussion of the minutes of the June 24, 2004 meeting, the mangers agreed to table the approval of minutes of the meeting because they questioned the wording of a certain motion made in the minutes by Treasurer Borash and seconded by Vice President Fetcher. Vice President Fetcher said he will reword the motion for the next meeting. Motion carried unanimously.
ADDITIONAL AGENDA ITEMS Additional items on the agenda: Under Engineer: Discussion of Wildridge Pines 3rd Permit Application. President Bucheck asked to be updated on several agenda items on recent agendas, because he has had to miss some of the recent meetings. The items include 1) Signage posts removed from Olson Lake near the outlet; 2) Stone Wood Meadow Permit Application; 3) VBWD Land Ownership; and 4) 50th Street and Hill Trail Construction.
PUBLIC FORUM There was no discussion in the public forum segment of the meeting.
CITIZENS ADVISORY COMMITTEE Chuck Taylor had mailed his report on lake levels, and discussed it with the managers at this meeting.
Chuck Taylor said that the signage posts in the water in Olson Lake warning of the danger in the area of the outlet, are still missing. Engineer Hanson said the posts have been ordered.
SECRETARY=S REPORT Secretary Scheel reported that he had distributed the mail.
INSPECTOR=S REPORT Inspector Roemmich reported that he has written a letter to Alan and Deb Judd in Pine Springs, asking them to comply with the conditions in the permit that had been issued to them. He also said he had inspected the project permitted to Jeff Walker in Afton, because of complaints he had received from the City of Afton. He said the project seemed to look fine.
ATTORNEY=S REPORT Attorney Marshall said he had nothing new to report.
TREASURER=S REPORT Treasurer Borash distributed copies of the 2003 Annual Financial Report to the managers and staff.
ENGINEER=S REPORT Three Sister Springs (Formerly known as Valley Creek Community) Engineer Hanson presented information on a project located north of the 30th Street South - Nybeck Avenue tee intersection, City of Afton, in the SE 1/4 of the SE 1/4 of Section 17, Township 28 North, Range 20 West.
The purpose of the project is to construct seven residential lots, one two-cell stormwater pond/infiltration basin, about 1,500 feet of roadway, and about 900 feet of storm sewer on the 40-acre site.
After discussion of the water management concerns, the wetland concerns, and the erosion control concerns, motion was made by Borash and seconded by Fetcher, to approve Permit # 2004-20, with the engineer=s suggested site-specific conditions, and standard conditions. Motion carried unanimously.
Permit Request: Xiong Home, City of Grant Engineer Hanson described a project located at 8020 - 60th Street in the City of Grant, in the W 2 of the SW 1/4 of Section 33, Township 30 North, Range 21 West. The purpose of the project is ro remove an existing house, extend a driveway about 360 feet, and construct a three-story house with a foundation size of 2,907 square feet.
The site is in an area that has experienced high-water problems in the past. According to the 1995 VBWD Plan, the residents of the current house have indicated that their basement floods when water levels of Capaul=s Pond have been about six inches over the driveway=s low point.
In discussion, Attorney Marshall said he will draw up a development agreement, and will need a legal description of the property.
After discussion of the drainage patterns and water management concerns, the wetland concerns, and the erosion control concerns, motion was made by Bucheck and seconded by Borash, to approve Permit # 2004-19, with the engineer=s suggested site-specific conditions, and standard conditions, and conditions set at the meeting by the managers. Motion carried unanimously.
Wildridge Pines 3rd Addition, Mahtomedi At the May 27, 2004 meeting, the managers had moved to table the Wildridge Pines 3rd Addition permit application in Mahtomedi, because of the effect the project would have on drainage patterns in the area.
At this meeting, David Putnam, from Midwest Land Surveyors, and Paul DeWitt, from Steeplechase LLC, were present to discuss the permit application with the managers. Engineer Hanson reported that he and Vice President Fetcher met with the City of Mahtomedi in early June to discuss the issue. David Putnam described to the managers a revised plan for the project. In discussion, Vice President Fetcher explained that the problem with the developer=s proposal, is that there is already existing high water issues south of Echo Lake in other developments. He said those problems show up most often when it is particularly wet.
President Bucheck suggested that the developer should work with Engineer Hanson to review the latest calculations and the assumptions for those calculations, and appear at the next manager=s meeting on July 22, 2004.
Permit Renewal Request: Northeast Trunk Sanitary Sewer Lift Station, Woodbury Engineer Hanson described a permit that the managers had approved in August 2002 for a sanitary sewer lift station in Woodbury. Because work was not initiated within one year of the permit issuance, the permit is no longer valid. The City of Woodbury is requesting that a new permit be issued for the project. Neither the project nor the VBWD rules has changed since the project was originally permitted. Engineer Hanson recommended that the managers reissue the permit with a more current date.
After discussion, motion was made by Johnson and seconded by Scheel, to reissue Permit # 2002-12, as Permit # 2004-21. Motion carried unanimously.
Silver Lake Bioretention Project Engineer Hanson said he will meet tomorrow with F.F. Jedlicki, the contractor making the repairs on the Silver Lake Bioretention Project. He will report on the cost estimate for the repairs at the next managers= meeting. Vice President Fetcher said he will attend a North St. Paul City Council meeting after the managers are aware of the repair costs.
MANAGERS= REPORT Next Meeting - July 22, 2004 The managers expect a quorum to be present on July 22nd.
Sunnybrook Lake President Bucheck said he had misplaced his copy of the contract for the easement that the District would like to obtain from Mike Regan. Attorney Marshall said he will provide him with another copy via e-mail.
2003 Annual Report The recording secretary reported that she had not yet had time to prepare the 2003 Annual Report to take to the printer. She said she will have that completed in the next few days.
2005-15 Water Management Plan Since the last meeting, Engineer Hanson has distributed to the managers certain sections of the draft 2005-15 Water Management Plan for their review. The managers decided which sections each one would review, and arranged to hold a workshop on July 29th at 6:00 p.m. to discuss the complete Plan. The Recording Secretary will reserve the meeting place for the 29th of July at 6:00 p.m.
OLD BUSINESS
Update on Recent Agenda Items President Bucheck asked Engineer Hanson to update him on the following items: Stone Wood Meadow Permit - Engineer Hanson said the City of Afton has been requested in writing to allow the construction of a narrower road; and that Inspector Roemmich would discuss it with the City of Afton to remind them of the request. VBWD property in West Lakeland Township - Washington County has not yet replaced the signs. President Bucheck asked Manager Johnson to check it out. 50th Street and Hill Trail - Engineer Hanson said he sent a letter encouraging the City of Lake Elmo to enlarge the stormwater pond south of 50th Street, but hasn=t received a response from the City of Lake Elmo.
NEW BUSINESS Manager Johnson said he observed three excavation sites today - one is the orchard southwest of the airport off Manning Avenue. Someone is excavating there again. President Bucheck asked Inspector Roemmich to visit the site.
Another site was the Carriage Station holding pond. He said that play ground equipment had been established in the holding pond. Inspector Roemmich will visit the site.
The third site is a wetland site south of 10th Street, near Omaha Avenue. Engineer Hanson said he is aware of this and that the homeowner is going to apply for an after-the-fact permit.
ADJOURNMENT Motion made by Scheel and seconded by Fetcher at 9:32 p.m. to adjourn the meeting. Motion carried unanimously.
