CALL TO ORDER President Bucheck called the meeting to order at 7:12 p.m.
ANNOUNCEMENTS President Bucheck announced the receipt of an announcement of the 7th Annual Children=s Water Festival.
APPROVAL OF MINUTES After discussion of the minutes of the March 25, 2004 meeting, motion was made by Fetcher, seconded by Scheel, to approve the minutes as amended. Motion carried unanimously.
ADDITIONAL AGENDA ITEMS Additional Items to the agenda: Under Engineer: 4. Montgomery Wetland; 5. CAMP Update.
PUBLIC FORUM There was no discussion in the public forum segment of the meeting.
CITIZENS= ADVISORY COMMITTEE REPORT Chuck Taylor was not present, but he had mailed the lake levels report to the managers and it was discussed at the meeting.
SECRETARY=S REPORT Secretary Scheel reported that he had distributed the mail.
INSPECTOR=S REPORT Inspector Roemmich said there was not a lot of activity now. He said that once the road restrictions for weight are lifted, activity will pick up.
ATTORNEY=S REPORT Attorney Marshall said he had nothing to report.
TREASURER=S REPORT Treasurer Borash asked the managers and staff to submit their per diems and invoices if they haven=t yet.
ENGINEER=S REPORT Permit Request: Hudson Road Reconstruction, Woodbury, Permit # 2004-05 Engineer Hanson described a project located at Hudson Road (south I-94 frontage road) from Woodbury Drive (CSAH 19) to about 2720 feet to the east, Woodbury, in the NW 1/4 of Section 2, Township 28 North, Range 21 West. The purpose of the project is to reconstruct Hudson Road from a two-lane road to a four-lane road with turn lanes and center island, and construct a 10-foot wide bituminous trail on the south side of the road.
Last fall, the VBWD permitted the reconstruction of the Prime Outlet Mall and the proposed WalMart. With that permit application, the developer=s engineer included some of the proposed runoff from a three-lane Hudson Road Reconstruction. However, the City of Woodbury is now proposing four lanes. In addition, the VBWD permit for the outlet mall/WalMart included a condition that a separate permit would be required for the Hudson Road Reconstruction.
After discussion of the water management concerns, the erosion control concerns, the suggested site specific conditions, and the standard conditions, motion was made by Scheel and seconded by Borash to approve Permit # 2004-05. Motion carried unanimously.
Permit Request: Settler=s Ridge Parkway/Cottage Grove Drive & Brookview Road Street & Utility Improvements, Woodbury Engineer Hanson recommended that the permit should not be discussed by the managers at this meeting, because the permit application is incomplete.
Sunnybrook Lake Engineer Hanson had mailed to the managers, a map of the area that drains to the Stillwater Division project. He said it is something that could possibly be used in a meeting with the City of Stillwater. The managers discussed the map and suggested some changes.
Montgomery Wetland Engineer Hanson said that a MnDNR Conservation Officer reported to him that stock piles have been placed around the perimeter of a wetland in West Lakeland Township. The stockpiles appear to be made of material excavated from the wetland. After discussion, the managers directed Engineer Hanson to contact the landowner about the illegal activity.
Citizen-Assisted Monitoring Program Update Engineer Hanson said that Barbara Walsh, who is on the Citizens Advisory Committee, has requested that the wetland north of 50th Street be monitored for water quality this coming year. He said that the City of Lake Elmo is reconstructing roads in the area and potential plans are to discharge storm sewer into the wetland and create an outlet from that wetland into Lake Olson.
Engineer Hanson said he can contact one of the volunteers about doing it, and it would cost about $500 for the Metropolitan Council to do the additional lab work. After discussion, motion was made by Fetcher and seconded by Scheel to include the 50th Street wetland in the Citizen Assisted Monitoring Program this coming summer. Motion carried unanimously.
MANAGERS= REPORT Next Meeting - April 22, 2004 The managers expect a quorum to be present on April 22nd . President Bucheck said he will be absent.
2003 Annual Report The recording secretary will make the necessary corrections to the 2003 annual report before the next meeting for the managers= review.
Meeting Recessed At 8:00 p.m. President Bucheck recessed the meeting to conduct a public hearing on the Stormwater Pollution Prevention Plan of the NPDES Phase II MSA Permit.
PUBLIC HEARING on Stormwater Pollution Prevention Plan of the NPDES Phase II MSA Permit.
President Bucheck called for any comments from the audience regarding the Stormwater Pollution Prevention Plan. Hearing none, he called for a motion to close the public hearing. Motion was made by Scheel and seconded by Borash to close the public hearing. Motion carried unanimously.
Meeting Back in Session At 8:02 p.m. President Bucheck called the meeting back to order.
Silver Lake Bioretention Project Vice President Fetcher reported that the bioretention pond at Silver Lake is dry and is apparently functioning properly. He said it filled up with runoff. It was dry, and therefore, appears to be infiltrating properly.
ADJOURNMENT Motion made by Fetcher and seconded by Scheel at 8:08 p.m. to adjourn the meeting. Motion carried unanimously.
