Minutes of Regular Meeting # 685 Held in the Lake Elmo City Council Chambers

At 6:00 p.m. the managers held a second workshop to discuss the revision of the District=s Watershed Management Plan with Engineer Hanson, Attorney Marshall, and Karen Chandler of Barr Engineering.

CALL TO ORDER     Meeting called to order by President Bucheck at 8:05 p.m.

ANNOUNCEMENTS    There were no announcements.

APPROVAL OF MINUTES    After discussion of the minutes of the April 10, 2003 meeting, motion was made by Fetcher, seconded by Borash, to approve the minutes as distributed. Motion carried unanimously.

ADDITIONAL AGENDA ITEMS There were no additional agenda items.

PUBLIC FORUM     There was no discussion in the Public Forum segment of the meeting.

SECRETARY'S REPORT   Secretary Scheel reported that he had distributed the mail.

INSPECTOR'S REPORT    Inspector Roemmich reported that some building activity has begun.

ATTORNEY'S REPORT Attorney Marshall had no new items to report.

TREASURER'S REPORT     Treasurer Borash distributed copies of the Administrative and Program Budgets for Fiscal Year 2003 dated April 2003, and the Treasurer's Report dated April 23, 2003. After discussion, motion was made by Fetcher and seconded by Borash to approve the Treasurer's Report. Motion carried unanimously.

ENGINEER'S REPORT         Mahtomedi Request for Assistance to Solve Flooding Issues Engineer Hanson had mailed a memorandum dated April 4, 2003, to the managers regarding flooding problems at the Echo Lake Subdivision in Mahtomedi. In the memorandum, Engineer Hanson discussed the request made by the City of Mahtomedi for technical and financial assistance from the VBWD to remedy the flooding issue within the Echo Lake drainage basin.

Engineer Hanson said that several houses in the Echo Lake Subdivision were constructed with lower floor elevations than approved in the plan.

In discussing the request for assistance, the managers addressed several options to relieve the flooding, and directed Engineer Hanson to contact the Mahtomedi City Engineer to talk over some possible solutions, and if more detailed analysis is necessary, he should do that, in order to be able to make decisions based on facts.

Downs Lake Project Update           Engineer Hanson said an incorrectly installed silt fence is being corrected this week. The contractor hopes to do the final grading and restoration and be finished next week.

Fields of St. Croix II, Lake Elmo - Request for Escrow Reduction           The developer of the Fields of St. Croix II development is requesting the return of a portion of the escrow submitted for the project. Engineer Hanson said the Fields of St. Croix site is not complete, and he recommended that the managers deny the request at this time. A Letter of Credit and cash had been submitted for the escrow payment. The managers learned from Engineer Hanson that the records show that the Letter of Credit has expired. Attorney Marshall said he will investigate to see if the Letter of Credit has been renewed and is up to date. The managers agreed that the escrow money will not be returned at this time.

Klawitter Pond               Last Fall the managers had directed Engineer Hanson to investigate the elevation of septic systems in the area of Klawitter Pond, after a resident had complained of the high water level of the pond, and no emergency overflow. At this meeting Engineer Hanson said he has reviewed the situation and found that some septic systems might be below the 100-year flood level of Klawitter Pond. He said a survey would be needed to know the exact elevations of the septic systems. The managers directed Engineer Hanson to get an estimate of the cost of the survey.

LCMR Groundwater Study         Engineer Hanson said that the Legislative Commission on Minnesota Resources has decided not to fund a study to determine the impact of Woodbury wells on Valley Creek. President Bucheck asked Engineer Hanson to keep the managers informed of the situation.

Ramsey-Washington Metro Watershed District WaterFest          The Ramsey-Washington Metro Watershed District (RWMWD) will hold its annual WaterFest on May 17th at the Lake Phalen Pavilion. The VBWD has supported the WaterFest in the past, and has, in fact, agreed to support it annually. Engineer Hanson said the options of support were to donate cash ($300-$500) for expenses, or provide two volunteers on the day of the event, or to publicize WaterFest on the VBWD website or other media. After discussion, motion was made by Fetcher and seconded by Borash to donate $500 to the RWMWD WaterFest, and to post information on the VBWD website. Motion carried unanimously.

MANAGERS' REPORT Next Meeting - May 8, 2003 The managers expect to have a quorum at the next meeting.

ADJOURNMENT Motion made by Scheel and seconded by Borash at 9:12 p.m. to adjourn the meeting. Motion carried unanimously.
