CALL TO ORDER Meeting called to order by President Bucheck at 7:05 p.m.

ANNOUNCEMENTS There were no announcements.

APPROVAL OF MINUTES After discussion of the minutes of the March 27, 2003 meeting, motion was made by Scheel, seconded by Johnson, to approve the minutes as corrected. Motion carried unanimously.

ADDITIONAL AGENDA ITEMS Under MANAGERS was added Silver Lake.

PUBLIC FORUM There was no discussion in the Public Forum segment of the meeting.

CITIZENS' ADVISORY COMMITTEE REPORT Chuck Taylor had mailed the lake level report to the managers and discussed it with the managers at the meeting.

SECRETARY'S REPORT Secretary Scheel reported that he had distributed the mail.

INSPECTOR'S REPORT Inspector Roemmich reported that some building activity has begun.

ATTORNEY'S REPORT Attorney Wolle had no new items to report.

TREASURER'S REPORT Treasurer Borash asked the managers and staff to submit their invoices and per diems and expense reports before the next meeting.

ENGINEER'S REPORT Permit Revision Request: Moosbrugger Fill on Mergen's Pond - Permit 2002-20 Engineer Hanson explained to the managers that Permit 2002-20 had been issued in October to place 1600 cubic yards of fill below the 100-year flood level of Mergen's Pond for a single-family home. The fill is needed in order to conform to a West Lakeland Township rule, which is the requirement of one acre of buildable land above the 100-year flood level of Mergen's Pond. At this meeting, the applicant asked the managers' permission to revise the permit, because the applicant's intention now is not to place that amount of fill on his lot. Engineer Hanson said the project would conform to the VBWD rules and regulations without the fill. He recommended that the managers approve the plan as revised. Motion was made by Fetcher and seconded by Scheel to approve Permit # 2002-20 as revised, with the same permit conditions as originally required. Motion carried unanimously.

Grant City Council Discussion of Sunnybrook Lake Flooding Area President Bucheck welcomed Candice Kraemer, Rick Vanzwol, and Sharon Schwarze, Grant City Councilpersons, and also, Dennis Hegberg, Washington County Commissioner, to the meeting. The group had been invited to discuss the Sunnybrook Lake flooding issue with the managers. President Bucheck and Engineer Hanson described the past efforts of flood control, and also the current proposal for a project to control the flooding in the Sunnybrook Lake area.

With the use of aerial photos., Engineer Hanson described how the proposed project would alleviate flooding. In the discussion, Councilperson Vanzwol asked what the Grant Council could do to help the situation. President Bucheck said if the City would raise the height of the roads after the project is completed, the residents would be in a better position. He also said the managers' project, which involves culverts under Keats Avenue and Jocelyn Road and some earth work, would likely require a City permit, and he hoped the City would grant the District a permit.

After an hour-long discussion, the Council members thanked the managers for the invitation to attend the meeting to discuss the flooding issue, and President Bucheck said he appreciated that they came to discuss the issue.

Downs Lake Project Update Engineer Hanson said the contractor has completed laying the pipe along Manning Trail. It is expected that the structural components of the project will be completed next two weeks, and after a few weeks, the contractor will complete the restoration.

Citizen-Assisted Monitoring Program (CAMP) Engineer Hanson had distributed a list of the seven volunteers who have agreed to monitor the various lakes in the District through the Citizen-Assisted Monitoring Program.

MANAGERS' REPORT Next Meeting - April 24, 2003 The managers expect to have a quorum. Treasurer Borash said he may be absent.

April 24, 2003 Workshop The managers will meet before the regular meeting, on April 24th at 6:00 p.m. for a second workshop to discuss the District's Water Management Plan.

Silver Lake in North St. Paul Vice President Fetcher said he attended a North St. Paul City Council meeting recently and had a good discussion about the bioretention project on Silver Lake. The Council is supportive of the project. Vice President Fetcher said there will be some redesign of the project, and that the tennis courts may be removed.

ADJOURNMENT Motion made by Fetcher and seconded by Johnson at 8:31 p.m. to adjourn the meeting. Motion carried unanimously.
