CALL TO ORDER Meeting called to order by President Bucheck at 7:05 p.m.
ANNOUNCEMENTS There were no announcements.
APPROVAL OF MINUTES After discussion of the minutes of the February 27, 2003 meeting, motion was made by Scheel, seconded by Johnson, to approve the minutes as corrected. Motion carried unanimously.
ADDITIONAL AGENDA ITEMS There were no additional agenda items.
PUBLIC FORUM There was no discussion in the Public Forum segment of the meeting.
SECRETARY'S REPORT Secretary Scheel reported that he had distributed the mail.
INSPECTOR'S REPORT Inspector Roemmich reported no activity since the last meeting.
ATTORNEY'S REPORT Attorney Marshall asked Treasurer Borash and Secretary Scheel to sign their Oaths of Office. After signed, he will file the oaths.
TREASURER'S REPORT Treasurer Borash said he had received a bill for $10,980.00 for the Downs Lake Flood Duration Reduction project. The managers agreed to discuss the payment during the Downs Lake Project Update agenda item.
ENGINEER'S REPORT Downs Lake Project Update Engineer Hanson said there hadn't been too much activity at the Downs Lake Project site, but that the manhole structure had been moved, as discussed at the last meeting. He recommended that the managers pay the current bill of $10,980.00 to F.F. Jedlicki, Inc. Motion was made by Bucheck and seconded by Scheel that Payment Application No. 2 for Downs Lake Flood Duration Reduction project be approved for payment in the amount of $10,980.00. Motion carried unanimously.
Permit Request: Galway, West Lakeland Township Engineer Hanson recommended that the permit for Galway, West Lakeland Township, be tabled because a wetland delineation report has not yet been submitted for review. After discussion, the managers decided not to discuss the project until a complete permit application is submitted.
Sunnybrook Lake Easement Update Engineer Hanson reported that Bill Schwab, Appraiser, has discussed easements with residents Margaret Drusch and Lyle and Dorothy Doerr, including a Life Estate agreement. According to Bill Schwab, the residents thought it was a good idea. Engineer Hanson had no other information, but may have at the next meeting.
Annual Report Posting to Website Engineer Hanson said that Barr Engineering is planning to post the entire 2002 Annual Report on the District's website. He said when a hard copy of the final report is available, they will begin posting the annual report on the website. He had mailed to the managers a draft letter regarding the 2002 annual report, addressed to the Washington County Commissioners. The letter informs the commissioners of the availability of the report on the District's website.
The managers agreed to changes in the letter suggested by Secretary Scheel. Recording Secretary Karen Schultz will prepare the standard letter that usually is mailed with the annual report. She will draft it for the managers' next meeting.
Washington Conservation District Wetland Conservation Act Fees Because of the state budget cuts, the Washington Conservation District's funds will be cut. The technical assistance that VBWD receives from the conservation district will need to be cut back or paid for by the VBWD. The managers suggested that the Washington Conservation District staff be invited to a VBWD meeting to discuss the funding options so that the conservation district may continue to assist the District. Engineer Hanson will contact the conservation district and inform the managers at the next meeting.
Washington County FEMA Floodplain Mapping Engineer Hanson had mailed to the managers a memorandum dated March 6, 2003, regarding Washington County FEMA Floodplain Mapping. The county is updating the FEMA floodplain maps. He asked the managers to discuss whether the VBWD should develop more accurate floodplain mapping for Valley Creek and/or Eagle Point Creek. The cost could be less to the District if it is done within the county's process/timeframe. After much discussion, the managers agreed not to spend any money at this time for floodplain mapping. President Bucheck asked Engineer Hanson to keep the managers updated on Washington County's plans.
MANAGERS' REPORT Next Meeting - March 27, 2003 The managers said they expect to have a quorum. Vice President Fetcher may not be present.
Sunnybrook Lake Letter The managers had made changes to the letter to the Grant City Council, and approved the letter at this meeting. Engineer Hanson was directed to send the letter to the City Council members and copy it to the Washington County Commissioners. In the letter, the managers invited the Grant City Council members to the managers' April 10th meeting.
March 27, 2003 Workshop The managers agreed to meet at 6:00 p.m. for a workshop before the regular meeting. Engineer Hanson said that Karen Chandler will be available for the meeting.
ADJOURNMENT Motion made by Borash and seconded by Scheel at 8:15 p.m. to adjourn the meeting. Motion carried unanimously.
