CALL TO ORDER Meeting called to order by President Borash at 7:11 p.m.
ANNOUNCEMENTS There were no announcements.
APPROVAL OF MINUTES After discussion of the minutes of the October 24, 2002 meeting, motion was made by Bucheck, seconded by Johnson, to approve the minutes as presented. Motion carried unanimously.
ADDITIONAL AGENDA ITEMS Items were added to the agenda under Engineers: MAWD Convention; Permits; and under Managers: Election of Officers Discussion; Feedback on Valley Creek Project; under Public Forum: Sineage at DeMontreville Lake Public Access Project.
PUBLIC FORUM Jeff Berg, Washington Conservation District, discussed with the managers a sign to be placed at the site of the Lake DeMontreville Public Access, listing the partners in the project.
He also asked the managers to participate in determining projects that could be accomplished by the Tri-Lakes Neighborhood Wild Program. Removing buckthorn and replacing trees were among the suggestions.
CITIZENS ADVISORY COMMITTEE REPORT Chuck Taylor had mailed the lake level reports to the managers and discussed them at this meeting.

=S REPORT Secretary Scheel said the mail had been distributed.INSPECTOR
=S REPORT Inspector Roemmich reported that as part of the City of North St. Paul=s contribution to the St. Mary=s Cemetery project is to clean up all the trees that were cut, and to level the piles of dirt. The City will sod the area in the spring.ATTORNEY
=S REPORT Attorney Marshall said there was nothing new to report.TREASURER
=S REPORT Treasurer Fetcher was absent, but had provided copies of the Administrative and Program Budgets dated 11/30/02 and copies of the Treasurer=s Report dated November 13, 2002. After discussion, motion was made by Bucheck and seconded by Scheel to approve the Treasurer=s Report. Motion carried unanimously.ENGINEER
=S REPORT Klawitter Pond Evaluation As directed at the last meeting, Engineer Hanson made an evaluation of the Klawitter Pond flood level. In a memorandum to the managers dated November 6, 2002, he suggested that it should be determined why the City of Lake Elmo did not allow or require the construction of the overflow swale. He also suggested that the managers should pursue the construction of the overflow swale. After discussion, motion was made by Borash and seconded by Johnson to direct Engineer Hanson to contact the City of Lake Elmo to about the issue, and if they are willing to construct something that will restore the original grading plan. Motion carried unanimously.Downs Lake Update Engineer Hanson said the Downs Lake project will be advertised for bids in the last three weeks in November and the bids will be opened on December 9th so that the managers can discuss them at the December 12th meeting.
Project 1007 and Olson Lake Estates Inspections Engineer Hanson said the inspection of Project 1007 was completed on October 31st and it was found that overall, the system is working great. On the same day the inspection of the Olson Lake Estates Pond Outlet was completed. In a memorandum to the managers dated November 7, 2002, Engineer Hanson listed several sites in the projects to be corrected or repaired. After reviewing the list of recommendations, motion was made by Borash and seconded by Bucheck to instruct Engineer Hanson to make repairs or corrections to sites listed in Recommendations 1, 2, and 9 of Project 1007, and Recommendations 1 and 2 of the Olson Lake Estates Pond Outlet Project. The managers asked Engineer Hanson to contact Tartan Park for item 6, work with Jeff Berg and the MnDNR for item 8, look into solutions for item 10, and contact the landowner for item 11. Item 3 will be completed by the landowner. Items 4 and 5 will be done when the area is developed, and item 7 will be done later. Motion carried unanimously.
Permit 2002-15 Extension Request: Lakewood Place, White Bear Lake Engineer Hanson presented information on a project located northeast of the County Road D and Glen Oaks Avenue intersection in the SE 1/4 of Section 36, Township 30 North, Range 22 West.
The managers had issued Permit 2000-15 for the project in July 2000. VBWD permits are valid for only one year. The project applicant had not started the project, and wishes to start construction of the project now, and he is requesting a permit extension. Engineer Hanson stated that District rules and regulations have not changed since the project was permitted; the project still conforms to District rules and regulations. Motion made by Scheel and seconded by Bucheck to approve the extension of Permit 2000-15, to build a 60-unit apartment building, and reissue Permit 2000-15 as Permit 2002-21. Motion carried unanimously.
Fahlstrom Pond Engineer Hanson said he has arranged for a meeting with the advisory committee for the Fahlstrom Pond Study, to be held December 3rd at 4:00 p.m. in the Woodbury City Hall. Vice President Bucheck and Secretary Scheel will attend the meeting.
Permit Request: Bridge Repair on Stagecoach (CSAH 21) near 15th Street South, Afton Engineer Hanson presented information on a project located at Stagecoach Trail, north of 15th Street South in Afton in the SW 1/4 of Section 10, Township 28 North, Range 20 West. The purpose of the project is to repair the guardrail of bridge, including replacing some of the bridge decking.
Engineer Hanson said that he had been contacted by the Washington County Public Works Department on November 4th inquiring about a VBWD permit for the repair of a large box culvert/small bridge over Valley Creek. Since the managers wouldn
=t be meeting until November 14th, Engineer Hanson contacted President Borash for authorization to do the repairs. President Borash authorized the work, since it would not impact Valley Creek. The repairs were done on November 6th. Motion was made by Bucheck and seconded by Scheel to approve Permit 2002-22 after-the-fact. Motion carried unanimously.MAWD Engineer Hanson informed the managers that an exhibit booth will be set up at the MAWD convention in December representing the South Washington Watershed District, the Browns Creek WD, and the Carnelian-Marine WD. The VBWD managers have been invited to participate with the watershed districts. After discussing the time table, the managers agreed to wait until the next MAWD meeting in 2003 to participate, when exhibits of the 2002 projects can be displayed.
Permits Engineer Hanson said that Attorney Barb Wolle met with the Lake Elmo City Inspector to discuss a system that would enable VBWD and the City of Lake Elmo to deal with problems that arise with permits issued in the area. It was suggested that Engineer Hanson meet with the Lake Elmo City Planner once a month to discuss issues. Raising the cash surety amount in permits was also discussed.
MANAGERS
= REPORT Next Meeting - December 12, 2002 The managers said they do expect to have a quorum at the next meeting. Vice President Bucheck said he has a conflict, but will try to arrive as early as he can.Sunnybrook Lake Engineer Hanson told the managers that the roads are no longer under water, and the barricades have been removed. He said he talked with Mike Regan about plans for the golf course and the housing subdivision. The managers discussed possibly meeting with the Grant City Council after the first of the year to discuss the whole Sunnybrook Lake situation with the newly elected council members.
Concerning plans to go forward with the proposed project, Engineer Hanson said that the estimates for easements for the proposed project are expected in early December.
Election of Officers for 2003 Discussion The managers agreed that the election of officers should be held in December when all managers will be present.
Feedback on Valley Creek Project Jeff Berg, Washington Conservation District, talked to the managers about a post card that the U.S. Department of Agriculture is planning to send to Washington County residents asking them to sign up for a buffer program. He asked the managers if they would consider adding information to the post card concerning buffers along Valley Creek. The managers agreed that it would be a good idea.
