CALL TO ORDER Meeting called to order by President Borash at 7:02 p.m.
ANNOUNCEMENTS There were no announcements.
APPROVAL OF MINUTES After discussion of the minutes of the September 12, 2002 meeting, motion was made by Fetcher, seconded by Scheel, to approve the minutes as distributed. Motion carried unanimously.
ADDITIONAL AGENDA ITEMS Items were added to the agenda under Managers: Neighborhood Wilds Program and Metropolitan Council Grants for Water Quality Practice.
PUBLIC FORUM There were no comments in the Public Forum segment of the meeting.
SECRETARY’S REPORT Secretary Scheel said the mail had been distributed.
INSPECTOR’S REPORT Inspector Roemmich reported on inspections he has made since the last meeting.
ATTORNEY’S REPORT Attorney Marshall asked about the Levy Certification for 2003. Treasurer Fetcher said it had been done, and he distributed copies of the material.
TREASURER’S REPORT Treasurer Fetcher distributed copies of the Treasurer’s Report dated September 24, 2002, and the Administrative and Program Budgets dated September 30, 2002. After discussion, motion was made by Fetcher and seconded by Scheel to approve the Treasurer’s report. Motion carried unanimously.
ENGINEER’S REPORT Background on Water Management Plan Revision Engineer Hanson had mailed to the managers a memorandum dated September 19, 2002, from Karen Chandler, Barr Engineering, who was the District’s Engineer when the current Plan was written. The memorandum contained recommendations to the managers when writing the new Plan. The current Plan expires on June 28, 2005. The managers and staff had a lengthy discussion of the old and new Plans. The managers directed Engineer Hanson to prepare another memorandum that lays out the process of updating the current plan.
Fahlstrom Pond Engineer Hanson had mailed a memorandum to the managers updating them on the Fahlstrom Pond Study. He explained to the managers the results of the study and answered the managers’ questions.
Crombie Pond Fish Barrier Update As directed by the managers at the last meeting, Engineer Hanson has looked into the alternatives to having the fish barrier in the current place in Crombie Pond. He provided pictures of the fish barrier at the meeting for the managers to view. He will have more information on the fish barrier at the next meeting.
Barton Pit/Project 1007 Update Engineer Hanson provided pictures of the Project 1007 manhole on the Barton Pit property. He informed the managers that the manhole will be lowered for an estimated cost of $2000, and it will be done the week of September 23rd.
Groundwater Forum Update Engineer Hanson said he and Secretary Scheel attended the groundwater forum on September 19th, and he said there were about 10 exhibit booths from several agencies. Secretary Scheel said there was excellent information to be had, but very few residents attended.
Lake DeMontreville Public Access Shoreline Plantings Update Jeff Berg, Washington Conservation District, informed the managers that he and Engineer Hanson, and many Tri-Lakes volunteers were present on Tuesday the 17th to do the shoreline planting. The planting was finished on September 19th, but some shrubs are still needed.
Sunnybrook Lake Update Engineer Hanson said as of September 17th, the water was about an inch over Jocelyn Road, and starting to come up onto Keats Avenue, but on September 24th the water was lower and not on either road. He said they are continuing to work on getting the easement costs estimated.
District Tour Engineer Hanson said that October 26th would be a better date to tour the Randy Meier property. He hasn’t talked with the personnel at the Belwin property. This will be discussed at the next meeting.
MANAGERS’ REPORT Next Meeting - October 10, 2002 The managers said they do expect to have a quorum at the next meeting. Vice President Bucheck will be absent.
Neighborhood Wilds Program At the July 25th managers’ meeting, the managers agreed to be a partner with the Neighborhood Wilds Program. Jeff Berg, Washington Conservation District, informed the managers that the Tri-Lakes Wilds meeting will be held October 7th at the Stillwater High School. The Valley Creek Wilds meeting will be held October 16th at the Afton City Hall.
Metropolitan Council Grants Jeff Berg asked the managers to be a co-applicant for a grant application to the Metropolitan Council for water quality implementation items. The application would be for a three-year grant, and it would not be dedicated for a certain project. After more discussion, motion was made by Fetcher and seconded by Johnson to co-apply for a Metropolitan Council water quality three-year grant in an amount not to exceed $50,000. Motion carried unanimously.
OLD BUSINESS Northbrook Boulevard, Baytown Township At the August 22nd meeting, the managers tabled an after-the-fact permit application from Baytown Township to widen the shoulders of Northbrook Boulevard. At this meeting, Manager Johnson asked about the application. Engineer Hanson said he has no information on it. The managers authorized Attorney Marshall to send a letter to Baytown Township officials concerning the unauthorized project.
ADJOURNMENT Motion made by Johnson and seconded by Borash at 8:47 p.m. to adjourn the meeting. Motion carried unanimously.
