CALL TO ORDER Meeting called to order by President Borash at 7:08.
ANNOUNCEMENTS There were no announcements.
APPROVAL OF MINUTES After discussion of the minutes of the May 23, 2002 meeting, motion was made by Scheel and seconded by Johnson to approve the minutes as corrected. Motion carried unanimously. Motion was made by Bucheck and seconded by Scheel to table approval of the May 9, 2002 meeting minutes until the managers could discuss a motion relating to the Downs Lake easement issue. Motion carried unanimously.
ADDITIONAL AGENDA ITEMS There were no additional agenda items.
PUBLIC FORUM Old Village of Lake Elmo Jeff Berg, Washington SWCD, said that he attended an Old (Lake Elmo) Village Commission Workshop recently, where there was a discussion of the drainage issues in the Old Village of Lake Elmo. He wanted the managers to be aware that the Commission may be planning to contact the managers about those issues. The managers agreed that when Engineer Hanson meets next week with the Environmental Subcommittee about water management plans, it will be a good time for discussion of the drainage issues.
CITIZENS= ADVISORY COMMITTEE Chuck Taylor was absent, but had mailed the lake level report to the managers. The managers discussed the report.
SECRETARY=S REPORT Secretary Scheel said the mail had been distributed.
INSPECTOR=S REPORT Inspector Roemmich reported on the inspections he has made since the last meeting.
ATTORNEY=S REPORT Attorney Marshall said he had nothing new to report.
TREASURER=S REPORT Treasurer Fetcher was absent. There was no Treasurer=s report given.
ENGINEER=S REPORT Valley Creek Subwatershed Plan Engineer Hanson distributed copies of the Valley Creek Subwatershed Plan to the managers and briefly reviewed the contents. Vice President Bucheck suggested that the managers review the Plan, then asked Engineer Hanson to point out some key areas of the Plan at the next meeting.
Downs Lake Engineer Hanson said the opening date for bids for the Downs Lake project is June 26th. He said he still needs to meet with some of the Downs Lake area residents.
Long Lake Water Levels Engineer Hanson said a Long Lake resident contacted him in May about the high water level of Long Lake. Engineer Hanson said he checked the outlet to make sure it wasn=t plugged, and discovered that it was functioning perfectly. The water level is lower than a year ago, but it is still high. Engineer Hanson reported his findings to the resident and sent him the historical water level data.
MANAGERS= REPORT Next Meeting - June 27, 2002 The managers said they do expect to have a quorum at the next meeting.
OLD BUSINESS
St. Mary=s Cemetery - North St. Paul Engineer Hanson said he has talked with the designer about the outlet to the wetland. He said he also talked with the City of North St. Paul representatives and strongly suggested that a City of North St. Paul representative attend the managers= meeting tonight, but no one attended regarding the St. Mary=s Cemetery permit. The managers agreed that Engineer Hanson should be in contact with Treasurer Fetcher, who has had conversations with the City Council. Once it is known what has transpired, the managers can act on the possible illegal wetland filling.
Sunnybrook Lake Update Engineer Hanson reported that the Grant City Council has rescinded its motion to deny the permit to Indian Hills Golf Course. However, the City of Grant has still not approved the permit. The next Grant City Council meeting will be July 2nd. Engineer Hanson has been asked to attend, and he thinks any VBWD manager should attend also. Candice Kraemer was present to discuss the issue with the managers.
At the last meeting, the engineer and managers of the Browns Creek Watershed District presented their findings after reviewing the Sunnybrook Lake Flood Relief Feasibility Study. Engineer Hanson now said that he is evaluating the feasibility and costs of the recommendations made at the last meeting by managers of the Browns Creek Watershed District. He said the analysis should be completed by August 8th.
Lake DeMontreville Shoreline Project Jeff Berg, Washington SWCD, distributed copies of a description of the plans for the DeMontreville Shoreline Project and asked the managers for a commitment of money for the plant materials. After discussion, motion was made by Bucheck and seconded by Borash that the VBWD will commit to the purchase of plant materials for the Lake DeMontreville Shoreline Project for an amount not to exceed $5,000. Motion carried unanimously.
Fahlstrom Pond Engineer Hanson said they will begin the study soon, but he does not have the final word on the contract signatures by the cities.
ADJOURNMENT Motion made by Scheel and seconded by Johnson at 8:52 p.m. to adjourn the meeting. Motion carried unanimously.
