CALL TO ORDER Meeting called to order by President Borash at 7:07 p.m.

ANNOUNCEMENTS There were no announcements.

APPROVAL OF MINUTES After discussion of the minutes of the March 28, 2002 meeting, motion was made by Scheel, seconded by Fetcher, to approve the minutes as corrected. Motion carried unanimously.

ADDITIONAL AGENDA ITEMS Added to the agenda: F.9. Woodbury AUAR; F.10. Valley Branch Creek Monitoring; F.11. CAMP; and F.12. North Washington County Surface Water-Ground Water Study and G.3. Web Page Content.

PUBLIC FORUM No one was present for the Public Forum segment of the meeting.

CITIZENS ADVISORY COMMITTEE Chuck Taylor had mailed his lake level report to the managers and he discussed it at the meeting.

Lake Level Gauges Attorney Wolle presented to the managers a contract between the Washington SWCD and the VBWD for lake gauges to be placed by the Washington SWCD in the lakes that are monitored by CAC member, Chuck Taylor. Engineer Hanson suggested adding two additional lakes - Klawitter Pond and Lake Edith to the contract for placement of lake gauges. Motion was made by Fetcher and seconded by Johnson to approve the contract, and to add Klawitter Pond and Lake Edith to the list of lakes for the placement of lake gauges by the Washington SWCD. Motion carried unanimously.

SECRETARY=S REPORT Secretary Scheel said the mail has been distributed.

INSPECTOR=S REPORT Inspector Roemmich reported on inspections made since the last meeting.

ATTORNEY=S REPORT Attorney Wolle presented the current agreement between the Metropolitan Council and the VBWD, for the St. Croix Research Station to monitor Valley Creek. Motion was made by Fetcher and seconded by Scheel to approve the grant agreement between the Metropolitan Council and the Valley Branch Watershed District to monitor Valley Creek through August 2002. Motion carried unanimously.

TREASURER=S REPORT Treasurer Fetcher had nothing new to report, but collected managers= and staff per diem and expenses to be given to the accountant for payment.

CHANGE IN ORDER OF AGENDA ITEMS At this time President Borash authorized a change in the order of agenda items.

ENGINEER=S REPORT Indian Hills 5th Addition, Permit # 2002B05 Engineer Hanson presented information on a proposed project located in the S1/2 Section 36, N1/2 Section 35, and SE 1/4 of Section 35, T30N, R21W between Keats and Lake Elmo Avenues and County Highway 12 and 62nd Street North, in Grant. The applicant proposes to construct 29 residential lots, an 18-hole golf course, and about 7,500 feet of roadway. The site lies partially within Brown=s Creek Watershed District and partially within the VBWD. For that area of the site within the VBWD, the site drains to landlocked basins, which if they overflow, would eventually drain to Goetschel Pond or Sunnybrook Lake. The project does not propose to significantly change drainage patterns.

After much discussion of the wetland concerns, the erosion control concerns, and the water management concerns, motion was made by Scheel and seconded by Johnson to approve Permit # 2002-05 with the special conditions suggested by the engineer, and with changes suggested by the managers. Motion carried unanimously.

Lake DeMontreville Public Access Improvement, Lake Elmo Engineer Hanson presented information on a proposed project located in the SE 1/4 of Section 5, T29N, R21W, northeast of 53rd Street and DeMontreville Trail (CSAH 13), Lake Elmo. The applicant, MnDNR, proposes to rehabilitate the existing parking lot and boat launch.

After discussion of the wetland concerns, the erosion control concerns, and the water management concerns, motion was made by Borash and seconded by Fetcher to approve Permit # 2002-03 with the special conditions suggested by the engineer, and with changes suggested by the managers. Motion carried unanimously.

St. Mary=s Cemetery, North St. Paul Engineer Hanson presented information on a proposed project located in the SW 1/4 of NE 1/4 Section 1, T29N, R22W, southeast of Helen Street and Lydia Avenue in North St. Paul.

The applicant, City of North St. Paul, proposes to relieve flooding by reconstructing a pond and a wetland outlet. The site lies on the northwest side of Silver Lake. The pond and wetland south of the cemetery are landlocked because the single 6-inch diameter clay tile outlet is plugged. The City of North St. Paul proposes to replace the outlet and regrade the wetland=s outlet. By doing so, the flood level will be reduced to provide more protection to the low home adjacent to the pond.

After discussion, the managers had many questions about the proposed project. Motion was made by Borash and seconded by Fetcher to table the permit application until more information is available. Motion carried unanimously.

Downs Lake Update Engineer Hanson said he has met with Joe Morris of Tartan Park, to discuss the Downs Lake project. He also said that the width of the right-of-way of Manning Trail needs to be accurately determined, and suggested that a registered land surveyor be hired to review the documents with him. After discussion, motion was made by Scheel and seconded by Borash to hire Folz, Freeman, and DuPay for the land surveying work. Motion carried unanimously.

Engineer Hanson had mailed to the managers draft copies of letters to Downs Lake residents asking for permission to enter the property to survey the land. The managers approved the letters.

Sunnybrook Lake Update Engineer Hanson said he and Secretary Scheel presented information to the Washington County Commissioners on April 2nd, on the proposed project for the Sunnybrook Lake area. He said the Commissioners seemed positive about the project.

Emmons & Olivier Resources (EOR) has requested that additional soil borings be made at each of the proposed infiltration basins. The cost estimate for the work could be $4,500. Motion was made by Fetcher and seconded by Johnson to allow the soil borings for the Sunnybrook Lake review. Motion carried unanimously.

Pumping Contract with Indian Hills Golf Course Attorney Wolle said the pumping contract with Indian Hills Golf Course will expire on April 27th, and that the contract has not yet been renewed by the golf course because of the proposed construction in the area.

Draft Comments on Woodbury EAW Engineer Hanson said he has started to prepare comments for an EAW regarding a proposed sanitary sewer lift station in the northeast corner of Woodbury. He will have them completed for the next meeting.

Request to Present Information at Afton Public Meeting Engineer Hanson said that the City of Afton has requested that managers and staff present information at an Afton public meeting regarding Woodbury issues. The meeting is scheduled for May 7, 2002, at the Lakeland Methodist Church. Representatives of the MnDNR, and the City of Woodbury would also be present. President Borash and Secretary Scheel said they will attend the meeting with Engineer Hanson.

After discussion of the lake level monitoring of Fahlstrom Pond, motion was made by Fetcher and seconded by Scheel that Washington SWCD will place a lake level gauge in Fahlstrom Pond, and a volunteer will be sought to read the gauge. Motion carried unanimously.

Washington County Fair Engineer Hanson said he has talked with surrounding watershed districts about having a booth at the Washington County Fair. It may not be possible to get a space, but it could be possible that space could be shared with the Washington SWCD. The managers agreed that they would volunteer

Woodbury AUAR Engineer Hanson said the final report is available for agency review. The deadline for comments is April 25, 2002.

Valley Creek Monitoring Melissa Lewis, Washington SWCD, has contacted Engineer Hanson to inform him that she and students from Stillwater Area Senior High School will be at the Belwin site on Valley Creek on May 3rd, 9:30 to 11:30 a.m. to get samples from the creek. The managers are invited to observe the process.

CAMP Engineer Hanson said he has volunteers to collect samples from seven lakes: Klawitter Pond, Cloverdale, McDonald, and Sunnybrook Lakes, Goetschel Pond, Weber Pond, and Downs Lake. The training session is April 23rd in the VBWD engineer=s office in Lake Elmo.

Northern Washington County Surface Water Ground Water Interconnection Study Engineer Hanson said the managers have the choice of meeting with the Washington County staff to discuss the input of the study, or they could simply hear the results at the end of the study. The managers agreed to wait to hear the results.

MANAGERS= REPORT Next Meeting - April 25, 2002 The managers said they do expect to have a quorum at the next meeting. Vice President Bucheck will not be present.

Goals for 2002 The managers made a draft list of the goals for 2002. The Recording Secretary will provide the list at the next managers= meeting.

Web Page Content Engineer Hanson asked the managers whether they prefer to change the information that is published on the District=s Web page. It was decided to leave the information as it is, but to add Treasurer Fetcher=s e-mail address, and to correct the accountant information.

OLD BUSINESS Bio-Retention Plan - Silver Lake in North St. Paul Engineer Hanson said the concept plan has been completed, and they have identified the trees close to the area to see if they are worth protecting. He also said the plan should be ready for managers= review in the next month.

ADJOURNMENT Motion made by Fetcher and seconded by Borash at 9:35 p.m. to adjourn the meeting. Motion carried unanimously.
