CALL TO ORDER
Meeting called to order by President Borash at 7:00 p.m.ANNOUNCEMENTS President Borash stated that because of the inclement weather, only the Engineering items will be considered at the meeting.
ENGINEER
=S REPORT Stillwater Area High School Stadium Improvements, Permit # 2002-01 Engineer Hanson presented information on a proposed project at the Stillwater High School to construct bleachers and press box with supporting pavement walks and plazas around the existing track and field. The site drains to Asouth pond@ through Blackwoods Development, and eventually to Cloverdale Lake. Drainage patterns are not proposed to change because of the project. The project proposes to add 0.9 acres of new impervious surfaces. The project will not increase the peak discharge rates leaving the site. The applicant has submitted the required stormwater volume checklist. Infiltration basins are proposed, which will likely handle about the 1.5-year storm event without any discharge. Instead of the traditional water quality ponds with permanent pools of water, the applicant is proposing two infiltration trenches and one infiltration basin. After runoff drains through these features, it is conveyed through storm sewer to the Asouth pond@, which provides additional water quality treatment prior to the runoff entering Cloverdale Lake.After discussion of the wetland concerns and the erosion control concerns, motion was made by Scheel and seconded by Bucheck to approve Permit # 2002-01 with the special conditions suggested by the engineer. Motion carried unanimously.
Sunnybrook Lake The managers discussed a letter that S. Todd Rupp had sent to Engineer Hanson regarding the expansion of the Indian Hills Golf Course. The letter requested that the Board determine whether it will be working with the golf course as part of a Sunnybrook Lake flood relief project.
The managers then held a lengthy discussion on the draft Sunnybrook Lake Flood Relief Feasibility Study report that Engineer Hanson had delivered to each manager. The draft report contained some non-flood level reduction alternatives that would provide protection to the low homes. In addition, the draft report analyzed six scenarios for reducing the 1% probability flood level of Sunnybrook Lake. The flood reduction scenarios involved using lands within the proposed Indian Hills Golf Course expansion area for infiltration.
Engineer Hanson said that the Indian Hills Golf Course needs direction, as they plan to start work on the new golf course in May. The managers reached consensus that without the
2 CFS emergency overflow from the proposed infiltration basins to Brown=s Creek, the District cannot go forward with the desired Option # 6. It was suggested that Washington County and the MnDNR be asked for support in dealing with the Brown=s Creek Watershed District.Engineer Hanson was directed to compile a packet of information to be used at a presentation before the Brown
=s Creek Watershed District Board of Managers. He will also inform Mike Regan, with Indian Hills Golf Course, of the steps being taken.Fahlstrom Pond Vice President Bucheck informed the other managers that he had received a request from Pat Snyder, an Afton City Council Member, for an explanation of the cost split for financing the proposed study. He answered the request through a telephone conversation and said he follow-up with an answer in writing.
Woodbury East AUAR Engineer Hanson presented a request from Jon Michels, Washington County, for an LCMR grant in the amount of $300,000. After discussion, managers agreed to contribute $5,000 and a 10% time share.
Valley Creek Engineer Hanson said that he will inform Jon Michels that a tour of the Valley Creek headwaters should be delayed until late April this year.
