CALL TO ORDER Meeting called to order by President Borash at 7:07 p.m.
ANNOUNCEMENTS There were no announcements.
APPROVAL OF MINUTES The Recording Secretary did not have the minutes of the February 14, 2002 meeting available.
ADDITIONAL AGENDA ITEMS Added to the Agenda: F.7. Lake DeMontreville Public Access; F.8. Lake Levels; G.2. Minnesota Department of Health Meeting at Oakland Junior High School.
PUBLIC FORUM There was nothing discussed in the Public Forum segment.
SECRETARY'S REPORT Secretary Scheel said the mail has been distributed.
INSPECTOR=S REPORT Inspector Roemmich had nothing new to report.
ATTORNEY=S REPORT Attorney Wolle had no new business to report.
TREASURER=S REPORT Treasurer Fetcher distributed copies of the Preliminary Final 2001 Statement.
Treasurer Fetcher reported that he met with Mark Gibbs of Tautges Redpath, Ltd and signed the accounting contract with them, which will take effect March 1, 2002. Vicki Helms, former accountant for the District, will turn over the final 2001 accounting paper work to Tautges Redpath in the near future. Treasurer Fetcher said that invoices and bills should be submitted to the Treasurer at the second meeting of the month, instead of the first meeting. He will then turn them over to the accountant for payment.
ENGINEER=S REPORT Downs Lake Engineer Hanson discussed with the managers the possible locations of the structures to be built for the Downs Lake project. He said he has met with three of the four property owners of land adjacent to the Asouth wetland@. He will continue to try to contact the fourth property owner. The next steps are to finish the plans and specifications, communicate with the neighbors, get surveyors and assessors to begin the easement process, and to get permit applications from the MnDNR.
Indian Hills Golf Course Engineer Hanson said he met with Mike Regan, manager of Indian Hills Golf Course, who still wants to begin construction of the expansion on May 1, 2002. He said he also met with Mike Regan=s engineering consultant to discuss minimum floor elevations.
Sunnybrook Lake Engineer Hanson reported that the results of the analysis of the Sunnybrook Lake area change daily. He suggested that once there is a good plan, meetings should be held with the MnDNR staff, Washington SWCD staff, and staff of Washington County before meeting with the Browns Creek Watershed District.
Woodbury East AUAR Engineer Hanson said he attended another Policy Meeting on February 20th. He said the Mayor of the City of Afton seems more comfortable with the process. After the Technical Advisory Committee (TAC) meeting on February 27th, another meeting will be held on March 4th to discuss the results of the TAC=s recommendation. The Cities of Woodbury and Afton will formally request Washington County to apply for an LCMR (Legislative Commission on Minnesota Resources) grant. The managers discussed the LCMR grant application.
Valley Creek Engineer Hanson said that the draft plan has been sent to the Valley Creek Advisory Committee. If the group agrees, the plan will be finalized and recommended to the VBWD Managers.
Fahlstrom Pond Engineer Hanson, Vice President Bucheck, and Secretary Scheel attended a meeting on February 26th to discuss the draft plan for the Fahlstrom Pond project. Vice President Bucheck said that it was decided that the VBWD will pay for half the project cost, the City of Woodbury would pay 2/3 of 50%, and the City of Afton would pay for 1/3 of 50% of the project cost. After discussion, motion was made by Bucheck and seconded by Scheel that the VBWD Board of Managers will direct the District attorneys to develop a contract which includes the scope of the study, and the cost split, and to have the contract ready for approval by the end of March. Motion carried unanimously.
Lake DeMontreville Public Access Engineer Hanson and Jeff Berg, Washington SWCD, met with MnDNR personnel to discuss the demonstration landscaping project at public access points on Lake Jane and Lake DeMontreville, as was discussed by the managers at the last managers= meeting. Engineer Hanson said that the MnDNR is in the process of reconstructing the Lake DeMontreville access, and it was agreed to incorporate some of the landscaping features that were discussed by the managers. Jeff Berg said the Washington SWCD will increase its usual annual order for plants, to include enough for the project. It was suggested that the Tri-Lakes Association will probably be able to provide the volunteers to do the planting.
Lake Levels Engineer Hanson suggested that the managers consider the lakes in which they would like to have lake gauges installed by the Washington SWCD.
MANAGERS= REPORT Next Meeting - March 14, 2002 The managers said they do expect to have a quorum at the next meeting. Treasurer Fetcher will not be present. Manager Johnson is expected to be present.
ADJOURNMENT Motion made by Scheel and seconded by Bucheck at 8:45 p.m. to adjourn the meeting. Motion carried unanimously.
