CALL TO ORDER Meeting called to order by President Bucheck at 7:05 p.m.
President Bucheck welcomed several residents to a meeting to discuss the project proposed by the managers to prevent possible flooding in the Downs Lake area. Engineer Hanson discussed the project, and using slides, explained the various aspects of the proposed project.
At 8:07 p.m., the meeting ended and President Bucheck thanked the citizens for coming to the meeting.
At 8:10 p.m., the managers’ regular business meeting began.
ANNOUNCEMENTS There were no announcements.
APPROVAL OF MINUTES After discussion of the minutes of the January 10, 2002 meeting, motion was made by Fetcher, seconded by Borash, to approve the minutes as corrected. Motion carried unanimously.
ADDITIONAL AGENDA ITEMS There were no additional agenda items.
PUBLIC FORUM No discussion in Public Forum.
SECRETARY'S REPORT Secretary Scheel was absent. President Bucheck said he had distributed the mail.
INSPECTOR’S REPORT Inspector Roemmich had nothing new to report.
ATTORNEY’S REPORT Attorney Wolle had no new business to report.
TREASURER’S REPORT Treasurer Fetcher distributed copies of a preliminary income statement for the 12 months ending December 31, 2001.
Treasurer Fetcher said he and Engineer Hanson and Vicki Helms, the accountant for the District, met at the Tautges Redpath, Ltd. office on Tuesday, January 15th at 4:00 p.m. regarding the chart of accounts and the budget tracking procedures. The accountant and Engineer Hanson will again meet with Mark Gibbs at Tautges Redpath to finalize the chart of accounts.
Treasurer Fetcher said that Accountant Vicki Helms has resigned the job of Accountant. She will close out the accounts for the year 2001 and turn over the records to Tautges Redpath. He also said that he has asked Mark Gibbs at Tautges Redpath to present a bid to perform the accounting of the District’s records.
ENGINEER’S REPORT Request from the City of Grant: Adoption of the VBWD Plan by Reference The City of Grant has requested that they have the authority to adopt the VBWD Plan by reference. Engineer Hanson drafted a letter of approval by the managers for the City of Grant to adopt the VBWD Water Management Plan by reference. After discussion, the managers approved the letter and directed Engineer Hanson to send the letter to the City of Grant.
Sunnybrook Lake Update Engineer Hanson had mailed a memorandum updating the managers on the progress of the analysis of the Sunnybrook Lake area. The memorandum contained the existing conditions, the proposed conditions, and the tasks yet to be completed.
Engineer Hanson said he hopes to have more results for the managers at the next meeting, which is February 14th.
Upcoming Meetings:
Woodbury East AUAR Technical Advisory Committee (TAC) Meeting: January 29, 2002 Engineer Hanson will attend the meeting to discuss the issue of municipal wells needed for possible future development in the City.
Northern Washington County Groundwater-Surface Water Interaction TAC Meeting: January 30, 2002 Engineer Hanson will attend the meeting.
Tri-Lakes Association Meeting Engineer Hanson said the President of the Tri-Lakes Association has invited the managers to make a presentation on the history of the development in the Tri-Lakes area at their meeting to be held at 7:00 p.m. on February 4th, at the North St. Paul American Legion. President Bucheck plans to attend, as well as Engineer Hanson and Chuck Taylor, CAC member. Treasurer Fetcher said he will try to attend, also.
Fahlstrom Pond Study Kick-Off Meeting: Tentatively scheduled for February 12, 2002, at 4:00 p.m. at Woodbury City Hall Engineer Hanson will attend the meeting.
MANAGERS’ REPORT Next Meeting - February 14, 2002 The managers said they do expect to have a quorum at the next meeting.
Meeting With Washington County Commissioners President Bucheck reported on a meeting he attended on January 15th to discuss the future effort to enlarge the VBWD. He said all of the involved watershed districts and watershed management organizations were invited to attend, and several city council persons were present. The county commissioners would like a program that would save citizens money. There was discussion of the cost differences between watershed management organizations and watershed districts. There appeared to be no improvement on the previous situation.
ADJOURNMENT Motion made by Fetcher and seconded by Borash at 9:08 p.m. to adjourn the meeting. Motion carried unanimously.
