CALL TO ORDER
Meeting called to order by President Bucheck at 7:07 p.m.ANNOUNCEMENTS There were no announcements.
APPROVAL OF MINUTES After discussion of the minutes of the December 13, 2001 meeting, motion was made by Borash, seconded by Bucheck, to approve the minutes as corrected. Motion carried unanimously.

CITIZENS ADVISORY COMMITTEE REPORT Chuck Taylor was present and discussed the lake level report with the managers.
SECRETARY'S REPORT Secretary Scheel was absent. President Bucheck said he had several pieces of correspondence to discuss later in the meeting.
INSPECTOR
=S REPORT Inspector Roemmich reported on inspections he has made since the last meeting.ATTORNEY
=S REPORT Attorney Marshall said as per request by the managers at the last meeting, he and his associate Barbara Wolle will research the Avolume control@ issue in other states. He said they hope to learn how other states have worked with the issue. He said the cost may be approximately $3,000 for the research, and he hopes to have the results of the research for the managers by the middle of April 2002. The managers agreed that this would be useful information, and authorized the expense.TREASURER
=S REPORT Treasurer Fetcher distributed copies of the Treasurer=s report dated January 10, 2002. He also distributed copies of the VBWD 2002 Approved and Final Budget, the VBWD 2002 Final Levy Certification for Washington County, and a graph showing the budget versus actual expenses and income by month in 2001. The managers discussed the information.Motion was made by Fetcher and seconded by Borash to approve the Treasurer
=s Report. Motion carried unanimously.Treasurer Fetcher said he and Engineer Hanson and the accountant will meet with the auditor, Tautges Redpath, Ltd., on Tuesday, January 15th at 4:00 p.m. to finalize the chart of accounts and the budget tracking procedures.
ENGINEER=S REPORT Lake Elmo Comprehensive Plan As directed to do at the last meeting, Engineer Hanson said he has drafted a comment letter to the City Of Lake Elmo regarding the city=s Comprehensive Plan. After discussion and changes made to certain areas of the letter, motion was made by Fetcher and seconded by Borash to approve the comment letter on the City of Lake Elmo=s Comprehensive Plan. Motion carried unanimously.
Project 1007 and Olson Lake Estates Outlet Inspections Engineer Hanson had mailed a memorandum listing the recommendations to the managers for maintaining Project 1007 and the Olson Lake Estates Pond Outlet. He said that the priority maintenance items have been done. The managers directed Engineer Hanson to arrange for the cleaning of debris in other areas mentioned in the memorandum. The sign at the Eagle Point Lake Dam was damaged about two years ago. Engineer Hanson was directed by the managers to check on the cost of a new sign.
Mn Pollution Control Agency Draft 303(d) Listing Engineer Hanson had mailed two memorandums with detailed information about the Minnesota Pollution Control Agency
=s (MPCA) responsibility for the quality of water. The MPCA maintains an AImpaired Waters@ list and the list is updated every two years. Engineer Hanson explained that if a water body in the VBWD is put on the Impaired Waters list, the District would be involved in the investigation of the source of the pollution, and the process could cost the District money. There may be grants available in the future for financial assistance for improving the water bodies on the list. Engineer Hanson said there are currently no water bodies in the District on the list.The managers said this information is very helpful to the District, and thanked Engineer Hanson for the update.
Downs Lake Engineer Hanson presented a number of slides that will be used at the next neighborhood meeting for the Downs Lake residents on January 24th. The managers had a lengthy discussion about the information that will be given to the residents. The managers reviewed the draft letter to the Downs Lake residents inviting them to the information meeting on the 24th. Changes were made, and the managers authorized Engineer Hanson to send the letter to the residents with President Bucheck
=s signature.Other Miscellaneous Updates
Washington County Commissioner Meeting to Discuss District Enlargement Engineer Hanson and President Bucheck had letters inviting the managers and staff to a meeting on January 15th to discuss how the managers will move forward in the enlargement of the VBWD. President Bucheck is planning to attend meeting.
MAWD Chapter Meeting Engineer Hanson reported that the MAWD Chapter meeting will be held January 15th at the Ramsey-Washington Metro Watershed District office. He said he has attended some of the previous meetings of the Metro Chapter, and asked the managers if he should attend on the 15th. The managers all agreed that it wouldn
=t be necessary for Engineer Hanson to attend the meeting on the 15th of January.Tri-Lakes Association Meeting Engineer Hanson said the President of the Tri-Lakes Association has invited the managers to make a presentation on the history of the development in the Tri-Lakes area at their meeting to be held 7:00 p.m. on February 4th, at the North St. Paul VFW. President Bucheck plans to attend, as well as Engineer Hanson and Chuck Taylor, CAC member.
City of Afton Request for Assistance in Groundwater Monitoring Program Engineer Hanson said he received a request from the City of Afton for assistance in putting together a groundwater monitoring program. The managers agreed that Washington County would be a good source for information on a groundwater monitoring program, and directed Engineer Hanson to forward that information to the City of Afton.
Barr Engineering Working with Another Engineering Firm on Woodbury Trails Engineer Hanson said that Barr Engineering has been asked to partner with another engineering firm to draw plans and specifications for trails around Markgrafs Lake and Powers Lake in the City of Woodbury. The project could possibly require a permit from VBWD. Engineer Hanson said he wasn=t sure if it would be satisfactory with the managers if Barr Engineering would partner with another firm to do this work. The managers said they could see no problem with it.
Project Without Permit in City of Oakdale Engineer Hanson said he has visited the site of a project in Oakdale on Hadley Avenue, as requested by the managers at the last meeting. It appears to be a residential building project. He said that in 1999 he had been asked by the City of Oakdale to review plans for a project in the area. He said he did the review, and returned the plans to the City of Oakdale with comments on wetlands in the area. He never heard any more about the project. No permit has been applied for, and the project is currently in process. Engineer Hanson said he will get more information on the wetland delineation.
City of Woodbury AUAR Engineer Hanson said the City of Woodbury has requested that he attend a meeting on Tuesday, January 29th, at 1:00 p.m. at the Woodbury City Hall, to discuss the issue of municipal wells needed for possible future development in the city. To see the effect that municipal wells would have on Valley Creek, the city is thinking of putting in one monitoring well to see what happens when pumping begins. Engineer Hanson will attend the meeting.
MANAGERS= REPORT Next Meeting - January 24, 2002 The managers said they do expect to have a quorum at the next meeting. Secretary Scheel will not be present at the January 24th meeting. Manager Johnson will miss all of the January and February meetings.
Barr Engineering Electronic Invoice After discussion of the lengthy Barr Engineering invoice, it was decided that Engineer Hanson will forward electronically only the summary of the monthly Barr Engineering invoice to the managers. If the complete invoice is requested by a manager, a complete paper invoice will be forwarded.
ADJOURNMENT Motion made by Fetcher and seconded by Borash at 10:32 p.m. to adjourn the meeting. Motion carried unanimously.
