CALL TO ORDER Meeting called to order by Vice President Borash at 7:08 p.m.

ANNOUNCEMENTS There were no announcements.

APPROVAL OF MINUTES After discussion of the minutes of the April 12, 2001 meeting, motion was made by Scheel, seconded by Fetcher, to approve the minutes as corrected. Motion carried unanimously.

ADDITIONAL AGENDA ITEMS Items added to the agenda: Under Engineering, Engineer Hanson added "5. Severin Flooding". Under Managers, Treasurer Fetcher added "3. Name Change of District".

PUBLIC FORUM No discussion in Public Forum.

SECRETARY'S REPORT Secretary Scheel said the mail had not yet been picked up and distributed this week.

INSPECTOR'S REPORT Inspector Roemmich reported that the Weber Pond project has been started. He also reported a lot of erosion in the District. He said on many construction sites, the silt fences are not in place, for one reason or another. He said construction materials are strewn about everywhere on the sites. Most of these construction sites are within the City of Lake Elmo, according to Inspector Roemmich.

He also said that he checked the site on 55th Street that Vice President Borash mentioned at the last meeting. Inspector Roemmich said the activity on the site is the building of a lift station by the City of Lake Elmo, and that the area needs to be cleaned up. The managers asked Inspector Roemmich to discuss these issues with the City of Lake Elmo personnel.

ATTORNEY'S REPORT Attorney Wolle had nothing new to report.

ENGINEER'S REPORT TLC Electronics Office/Warehouse, Mahtomedi - Permit Request Engineer Hanson recommended tabling this permit application discussion until more investigations can be made of the wetlands on the site. He said that some wetlands may have been accidentally created during grading of the area, but it needs to be investigated. Motion was made by Scheel and seconded by Johnson to table the discussion of Permit Request # 2001-04. Motion carried unanimously.

Southwest Park Soccer Field Improvements, Mahtomedi, - Permit 2001-05 Engineer Hanson presented a project located in a currently vacant space of Southwest Park in Mahtomedi. The site is directly north of 60th Street, approximately 1,000 feet west of Lincolntown Avenue. Specifically, the project is located in the south half of the southeast quarter of Section 31, Township 30 North, Range 21 West.

The City of Mahtomedi is proposing to create a 315-foot by 200-foot soccer field. No storm sewer or bituminous surfaces are proposed.

After discussion of the wetland management concerns, the water management concerns, and the erosion control concerns, motion was made by Fetcher and seconded by Johnson to approve Permit # 2001-05 with the engineer's suggested conditions. Motion carried unanimously.

May 8th Sunnybrook Lake Inter-Agency Meeting Planning As directed at the last meeting by the managers, Engineer Hanson had made changes to the drafted invitation letter to various agency representatives to discuss potential solutions to the flooding problem at Sunnybrook Lake. The managers approved the letter at this meeting and instructed Engineer Hanson to send the letter. The meeting is scheduled to be held on May 8, 2001, at 2:00 p.m. in the lower conference room of the Board of Water and Soil Resources in St. Paul.

Severin Flooding Engineer Hanson reported that a resident on the landlocked wetland adjacent to Olson Lake in Lake Elmo has contacted him about building a berm to redirect water from his property. A wetland near the site has filled up to the highest level ever seen by the property owner, and is threatening houses. The City of Lake Elmo has always helped the residents to pump the water from the wetland into Lake Olson. The City of Lake Elmo is no longer doing that.

Engineer Hanson said his concern is that the water would flood other property, and eventually flow to Lake Olson. He said he and a wetland specialist from Barr Engineering are scheduled to inspect the site on Friday. After much discussion, the managers agreed to authorize the issuance of a permit to build the berm, depending on the results of the inspection on Friday. Motion was made by Fetcher and seconded by Scheel to provide conditional approval for a permit to correct the overflow problem, based on the results of the inspection by Engineer Hanson and the wetland specialist. Motion carried unanimously. The managers agreed that it is a difficult decision to make because they don't want to displace people, and they don't want to provide a short-term solution to a long-term problem. The managers feel this is their attempt to reduce the flooding problem for the resident.

MANAGERS' REPORT Next Meeting - May 10, 2001 The managers said they expect to have a quorum at the next meeting.

Name Change of District Treasurer Fetcher asked about getting checks printed with the new name - "Lower St. Croix Valley Watershed District". He said he still has a large supply of checks printed with "Valley Branch Watershed District". The managers agreed not to have new checks printed, but to purchase a rubber stamp to make the name change on the checks, at least until the appeal to the BWSR decision is settled.

NEW BUSINESS MAWD Summer Tour The Minnesota Association of Watershed Districts will hold its annual tour on June 28-30, 2001, hosted by the Heron Lake, Kanaranzi-Little Rock, and Okabena-Ocheda Watershed Districts. Motion was made by Borash and seconded by Scheel that any manager attending the MAWD Summer Tour will be reimbursed for expenses and per diem. Motion carried unanimously.

Tour of the Enhanced Infiltration System Engineer Hanson asked the managers about a date to tour the Enhanced Infiltration System in Browns Creek Watershed District, and perhaps a tour of some of the Lower St. Croix Valley Watershed District, since a managers' tour was not held in the summer of 2000. The managers asked Engineer Hanson to check with the managers of Browns Creek Watershed District for a date and time that would be available for them, also.

ADJOURNMENT Motion made by Fetcher and seconded by Johnson at 8:33 p.m. to adjourn the meeting. Motion carried unanimously.
