CALL TO ORDER Meeting called to order by President Bucheck at 7:05 p.m.
ANNOUNCEMENTS There were no announcements.
APPROVAL OF MINUTES After discussion of the minutes of the March 22, 2001 meeting, motion was made by Scheel, seconded by Johnson, to approve the minutes as corrected. Motion carried unanimously.
ADDITIONAL AGENDA ITEMS Items added to the agenda: There were no additional agenda items.
PUBLIC FORUM No discussion in Public Forum.
CITIZENS ADVISORY COMMITTEE Chuck Taylor was present, and distributed his lake levels report to the managers. They discussed the levels and the effect of the snowmelt.
SECRETARY'S REPORT Secretary Scheel said the mail had been distributed.
INSPECTOR'S REPORT Inspector Roemmich was not present.
ATTORNEY'S REPORT Attorney Marshall was not present.
TREASURER'S REPORT Treasurer Fetcher distributed copies of his report of the expenses and income for the period March 23, 2001 to April 12, 2001. After discussion, motion was made by Fetcher and seconded by Johnson to approve the treasurer's report as presented. Motion carried unanimously.
ENGINEER'S REPORT 15th Avenue North Roadway Improvements, Lake Elmo - Permit Request Engineer Hanson presented information on a project planned to reconstruct 15th Avenue North, from Inwood Avenue (CSAH 13) to about 4,300 feet to the east, in Lake Elmo. Specifically, the project is located along the north-south half section line of the east half of Section 27 and the west half of Section 28 in Township 28 North, Range 20 West.
The City of Lake Elmo is proposing to pave 15th Avenue North, replace one culvert, and replace the existing cul-de-sac with a T-shaped turnaround.
After discussion of the wetland management concerns, the water management concerns, and the erosion control concerns, motion was made by Johnson and seconded by Borash to approve Permit # 2001-02 with the engineer's suggested conditions. Motion carried unanimously.
DDD L.L.C. (Lot 1, Block 2, Kern Center 2nd Addition), Oak Park Heights - Permit 2001-03 Engineer Hanson presented information on a project located east of Memorial Avenue North and north of 55th Street North of Kern Center 2nd Addition in Oak Park Heights. It is in the northwest quarter of Section 6, Township 29 North, Range 20 West.
The entire site is legally within Lower St. Croix Valley Watershed District, but drains to the Browns Creek Watershed District. He said the information has been sent to the Browns Creek Watershed District Administrator, and he has received no comments from the Administrator.
The applicant is proposing to construct an office/warehouse and surrounding parking lot. Future plans include a second office/warehouse building and more parking. One stormwater pond is proposed on the north side of the site.
After discussion of the wetland protection concerns, the water management concerns, and the erosion control concerns, motion was made by Borash and seconded by Fetcher to approve Permit # 2001-03 with the engineer's suggested conditions. Motion carried unanimously.
W.A.T.E. Addition (Kern Center), Oak Park Heights - Permit # 2000-09 Engineer Hanson presented information on a project located west of Memorial Avenue North at Lots 4, 5, 6, and 7 of Kern Center 2nd Addition in Oak Park Heights. It is in the northwest quarter of Section 6, Township 29 North, Range 20 West. Most of the site is legally within Valley Branch Watershed District. However, a small portion of it legally lies within Browns Creek Watershed District. Under most storm events, the site will drain to Browns Creek WD. To simplify the permitting process for the applicant, the original permit was submitted to VBWD and the Board of Managers approved the Permit 2000-09 for the project. Comments were solicited from the Browns Creek WD for the original W.A.T.E. Addition permit request.
After discussion, motion was made by Johnson and seconded by Borash to approve the addition to Permit # 2000-09 with the engineer's suggested conditions. Motion carried unanimously.
Project 1007 Lakes Drawdown Update Engineer Hanson said the contractors had installed all stoplogs by the 27th of March. There was also a curtain placed in front of the stoplogs to keep them from leaking. He said this could possibly help in the future with the flooding problem on the Palecek property. The managers remarked that the Project 1007 has really helped in times of high water.
Weber Pond Outlet Reconstruction Update Engineer Hanson reported that the contractor had planned to begin the construction of the outlet from Weber Pond on April 11th, but the recent rain has prevented him from doing so. Plans are to begin on Monday, the 16th of April.
CAMP Update Engineer Hanson reported that he met with four volunteers tonight, prior to the managers' meeting, to train them to monitor the Cloverdale, McDonald, Sunnybrook, and Downs lakes. The volunteers for Echo Lake and Weber Pond have not yet been trained. He said he will meet with them as soon as possible.
Sunnybrook Lake Draft Invitation Letter As directed at the last meeting by the managers, Engineer Hanson had drafted an invitation letter to various agency representatives to discuss potential solutions to the flooding at Sunnybrook Lake, and mailed copies of the draft to the managers. The managers discussed the contents of the letter at this meeting and the reasons for calling the meeting. President Bucheck said he wants to elicit technical solutions to the problem. The managers directed Engineer Hanson to redraft the letter with the managers' suggestions, and to e-mail the draft to the managers.
Support of Washington SWCD Construction Programs Engineer Hanson had drafted letters for the managers, to the Washington SWCD, showing support for their infiltration practices in the 50th Street reconstruction project in Lake Elmo and for the Shepherd of the Valley Lutheran Church in Afton. Motion was made by Bucheck and seconded by Borash that the managers show their support to the Washington SWCD construction programs. Motion carried unanimously. President Bucheck signed the letters.
MANAGERS' REPORT Next Meeting - April 26, 2001 President Bucheck said he will not be able to attend the next meeting. However, the managers said they expect to have a quorum.
Silver Lake Projects Update Treasurer Fetcher reported that he and Engineer Hanson met today with North St. Paul City Engineer, Dave Kotilinek; and Greg Wilson from Barr Engineering to discuss the shoreline restoration project and the bio- retention project. He said that no site around the lake is wonderful for the bio retention project because there is such a minimal slope and it will present some problems to get the water to a place to filter. Greg will submit some proposals. Treasurer Fetcher said that Engineer Kotilinek will meet with Tom Petersen, with the Ramsey Soil and Water Conservation District, regarding the shoreline restoration. The City of North St. Paul will find the contractors to do the work.
Woodbury East AUAR Update Engineer Hanson said that he and Secretary Scheel attended a meeting last week of the East Alternative Urban Areawide Review committee to consider the draft report. Secretary Scheel said the one area that affects Valley Branch WD is in the northeast corner. Engineer Hanson said the major concern will be the impact on ground water. He said he hasn't yet submitted his comments to the draft report.
One % Rule for Volume President Bucheck said he has drafted two letters to the Cities of Afton and Lake Elmo regarding their request for VBWD to consider a surface water volume control policy. He said he will e-mail the letters to the managers for their review.
New District Logo Update Engineer Hanson said the managers may get examples of the new logo from the Century College students by the middle of May.
